중소기업의 저생산성과 인적자원개발정책

초록

본 논문은 중소기업 저생산성의 원인과 생산성 증대의 장애요인을 점검하고 중소기업지원정책의 역할 및 한계와 생산성 증대를 위한 인적자원개발정책의 과제를 조사한다. 한국은 다른 나라에 비해 중소기업 자금지원정책에 대한 의존도가 컸지만 도덕적 해이를 일으켜 경쟁력을 떨어뜨렸고, 하도급거래의 공정성을 강화했지만 하도급의 다층화․글로벌화에 대응하는 데 한계가 있었으며, 기술혁신을 위한 지원을 확대했지만 개방형 혁신에서 중소기업의 이점과 중소기업 혁신활동의 특성을 반영하지 못해 성과가 낮았다는 점을 밝힌다. 중소기업지원정책의 장애요인은 공통적으로 숙련인력 부족에 있지만 인적자원개발정책은 인력확보 지원에 치우치고 종업원의 숙련개발과 동기유발의 메커니즘을 활용하지 못해 생산성을 증대하기 어렵다는 점을 밝힌다. 중소기업지원정책은 생산성 증대에 목표를 두고 인적자원개발정책과의 연계성을 제고하며 지원의 방식도 중소기업의 경영특성을 살려야 지식경제와 글로벌 가치사슬을 생산성 증대에 활용할 수 있고 정책의 고비용저효율도 개선할 수 있다.

Abstract

This paper studies the causes of low productivity of Korean SMEs and the response of the government SMEs policies including human resources development policies. The Korean government has provided financing assistance so much compared to other countries, strengthened the fair trade of subcontracting and expanded innovation assistance, which have contributed to sustaining SMEs in the economy but failed to raise their productivity commonly due to the shortage of skilled labor. The human resources development policies for SMEs have focused on assisting to secure workers instead of to develop employees’ skill and utilize incentive mechanism. It suggests the Korean SMEs policies need to be transformed so as to target raising productivity, raise synergy effects by coordinating related policies and to reflect the features of SMEs management to take advantage of knowledge economy and global value chains as well as to resolve the problem of high cost-low efficiency in SMEs policies.
