플랫폼 노동자의 노동상황과 일자리 만족도에 관한 연구

초록

본 연구는 플랫폼 노동자의 노동환경에 대해 살펴보고, 이들의 객관적 노동상황이 주관적 일자리 만족도에 어떤 영향을 미치는지 분석하고자 하였다. 특히 플랫폼 노동자의 직종에 따른 차이에 초점을 두었으며, 플랫폼 노동자 300명에 대한 설문조사 결과를 분석하였다. 주요 분석 결과는 다음과 같다. 첫째, 플랫폼 노동자의 다수는 독립계약자에 가까운 법적 지위에도 불구하고 실질적인 독립성을 확보하고 있지 못하여 노동과정에서 상당한 종속성이 확인된다. 둘째, 플랫폼 노동자의 종속성은 플랫폼 직종에 따라 상당한 차이가 있는데, 일반적으로 웹기반 플랫폼 노동보다는 지역기반 플랫폼 노동의 종속성이 높다. 특히 한국의 플랫폼 노동에서 양적으로 다수를 차지하는 ‘운송’ 부문의 경우 종속성이 높을 뿐 아니라 노동환경도 열악하다. 셋째, 플랫폼 노동자의 일자리 만족도는 플랫폼 노동자 유형에 따라 다른데, 웹기반 플랫폼 노동에 비해 지역기반 플랫폼 노동의 만족도가 현저히 낮다. 넷째, 플랫폼 노동자의 직종 유형별로 일자리 만족도의 차이가 있지만, 공통적으로 일자리 및 미래 불안정 우려가 높고 교육훈련 기회에 대한 만족도가 낮다. 따라서 한편으로는 플랫폼 노동자의 유형이나 법적 지위와 무관하게 고용 및 소득 안정성을 보장하고 숙련개발을 지원하기 위한 정책이 필요하며, 다른 한편으로는 종속성이 높은 플랫폼 노동 유형에서 플랫폼 기업이나 중개업체에 대한 사용자 책임 부여가 필요하다.

Abstract

This study aims to examine the labor conditions of platform workers and how they affect their subjective job satisfaction. We analyzed a survey result of 300 platform workers in different sectors. The main analysis results are as follows: First, lots of platform workers were not independent from the platforms despite their legal status as independent contractors. Second, the degree of dependence of platform workers varies considerably depending on the types of platform work. Generally, the location-based platform workers tend to be more dependent than web-based platform workers in particular, in the case of the transportation sector, which accounts for a quantitative majority in platform labor in Korea. Third, the job satisfaction level of platform workers also varies depending on the type of platform workers. The job satisfaction of the location-based platform workers is significantly lower than that of web-based platform workers. Fourth, what was common in any type of platform workers was that there were high concerns about the insecurity and low satisfaction with skill development opportunities. Therefore, policies are needed to ensure employment and income security and support skill development regardless of the legal status of platform workers and the legal responsibility of platform companies is needed to be imposed especially in the location-based platform sectors.
