Abstract
This paper is written to address implications for 2009 social pacts from the social pact for job creation in Korea on February 10, 2004. Social pact is, in general, the result of discussion on social issues including wages and jobs by the labor, the employer and the government. Netherlands, Ireland, and Japan among others are good examples for successful social pacts in recent years. Based on the evaluation on 2004 social pacts, the following implications may be addressed. The government to fully accommodate the social pacts should actively announce policies to create jobs in public sector in addition to private sector with financial support and support in improving nonstandard jobs to regular jobs. However, the labors and the employers should do more in implementing social pacts to create decent jobs for workers. The labor need to play more active role in preserving wage increase in return for job creation. The employer keeps the promise with employment-friendly investment policy for creating more jobs. The tripartite discussion should be continued on the job-preserving growth policy and on the incubating new industry among others at the national level.
