공공고용서비스 민간위탁사업의 성공조건

이 논문은 한국에서도 공공고용서비스의 민간위탁사업이 확대되고 있음에 주목하여 공공고용서비스의 민간위탁이 성공하기 위한 조건에 대한 선행연구를 토대로 호주, 영국, 독일 및 한국의 민간위탁사업이 민간위탁사업의 이론적인 성공조건을 어느 정도나 충족하고 있는지를 분석하였다. 분석 결과 고용서비스의 민간위탁이 활성화되어 있는 호주가 성공조건을 가장 잘 충족시키고 있는 것으로 나타났다. 영국도 초기의 위탁사업에서는 성공조건을 제대로 충족시키지 못한 부분이 많았지만 최근의 위탁사업에서는 성공조건을 비교적 잘 충족시키고 있는 것으로 나타났다. 독일은 아직 성공조건을 제대로 충족시키지 못하고 있는 부분이 많은 것으로 분석되었다. 한국의 노동부 고용서비스 민간위탁사업은 분석 대상 4개국 중 성공조건 충족 정도가 가장 낮은 것으로 분석되어 고용서비스 민간위탁사업이 성공하기 위해서는 대폭적인 제도 개선이 필요한 것으로 나타났다.
Abstract
This study analyzes contracting-out cases of public employment services in Australia, United Kingdom, Germany and Korea if each of the country satisfies the success conditions of contracting-out based on previous theoretical requirements. The results show that Australia, where contracting-out of public employment services is popular, satisfies the success conditions quite well. United Kingdom did not satisfy the success conditions well in the early stage of contracting-out, but in recent contracting-out programs, satisfies the success conditions quite well. Germany and Korea, where contracting-out of public employment services are in beginning stage, do not satisfy the success conditions well. Especially Korea is the last in the ranking of satisfying the success conditions, which means there are lots of things to be reformed in contracting-out conditions in Korea.
