이 연구는 우리나라의 대표적 공공 고용서비스 제공 사업인 취업성공패키지 사업의 민간위탁 제도 설계를 시장 구조 측면을 중심으로 평가하는 것을 주요 목적으로 한다. 첫 번째 질문은 현재의 위탁 배정물량 규모가 최소효율규모 이상인가, 아니면 이하인가이다. 두 번째 질문은 과연 시장이 경쟁적일수록 취업성과가 높아지는가이다. 첫 번째 질문에 대한 분석 결과, 취업률을 가장 높일 수 있는 규모에 비해 현재의 배정물량 규모가 못 미치고 있음을 확인할 수 있었다. 두 번째 질문에 대한 분석 결과, 경쟁이 강화될수록 취업성과는 더 제고되었으나 일정 수 이상이 경쟁할 경우에는 취업성과 제고의 효과가 없다는 것을 확인할 수 있어, 현재 지역 내 기관 수가 충분히 많을 경우에는 기관별 위탁 규모를 늘리는 전략이 적절한 것으로 평가되었다.
Abstract
This study is on the effect of market structure of PES(public employment service) contracting-out on the employment rate for the unemployed, using the data of Employment Success Package program which is the representative ALMP program in Korea. In this study we estimate the relation between employment performance, contracted quantity and competition intensity. Firstly, the current contracted size is less than the optimal size which maximize the employment rate of job seekers. In case of for-profit firm, the employment rate is the highest when 400〜540 job seekers are assigned to the firm but average size of assigned people is 313. Secondly, when the number of competitors in the local market increases, the employment performance is improved but after the certain point of number, the employment performance does not improve. The strategy of increasing the size of job seekers per organization and moderating the number of competing firms in the local market is recommended.
