Abstract
This study aims to explore the future direction of the evaluation system for the Student Record-Based Admission (SRBA) in response to the educational environment changes brought about by the 2028 college admissions reform and the full implementation of the 2022 revised national curriculum. To this end, a nationwide survey and in-depth expert interviews (FGI) were conducted with high school teachers and university admissions officers. The results indicate that the introduction of a five-tier relative grading system may weaken the discriminative power of academic records, highlighting the need for a systematic restructuring that balances quantitative indicators and qualitative assessment elements. For academic competency evaluation, it was suggested that various indicators—such as subject completion background, class participation, inquiry outcomes, achievement levels, relative ranks, distribution ratios, and raw scores—should be comprehensively utilized. Regarding career competency, the evaluation criteria should expand from a narrow focus on major suitability to a broader linkage with academic disciplines, emphasizing the need for a comprehensive assessment system that includes the results of integrated elective courses and the learning process. For community competency, the evaluation should shift from a “sharing and caring” framework to a “community contribution” model, reflecting a wider range of school activities. Moreover, combining document reviews with interview assessments was identified as the most desirable method, with suggestions to set minimum CSAT standards if necessary to address weakened internal grading discrimination. The importance of standardizing and ensuring objectivity in interview evaluations was also emphasized. This study is expected to provide practical alternatives for refining the SRBA evaluation system and contribute meaningfully to future university admissions policy development and implementation.
