지역 특성을 감안한 공공 고용서비스의 새로운 평가 방안

공공고용서비스센터 간의 공정한 성과평가를 하기 위해서는 보다 객관적인 평가 방식이 요구된다. 기존의 고용센터 취업실적 등을 활용한 단순한 실적 측정 수준에서 벗어나, 지역별 경제여건을 차감한 각 고용센터의 노력을 계측하는 성과평가가 필요하다. 본 연구는 지역별 다양한 특성을 고려하기 위해 지역 경제, 인구구조, 센터 현황 요인의 객관적이면서 정량적 측정이 가능한 아홉 가지 변수를 선별 제시하였다. 그리고 고용서비스를 통한 취업의 질적 상태를 함께 평가하기 위해서 실업급여 수급일수, 중기실업률, 장기실업률 등 세 가지 성과지표를 제안하였다. 본 연구는 성과지표와 지역 환경변수를 이용한 회귀분석을 통해 산출된 추정치와 실측치의 차이를 센터의 노력 성과로 측정하는 연구모형을 한국 실정에 맞추어 개발한다. 분석 결과 모형은 통계적으로 유의하였으나 추정치의 편차가 커 센터 간의 변별력이 낮은 것으로 나타났다. 따라서 첫째, 전체 센터별 순위보다는 지수의 크기가 큰 센터를 그룹별로 분류하는 방안과 둘째, 추정치의 편차 유의수준을 벗어나는 센터에 대해서만 인센티브를 제안하는 방안을 제시하였다. 고용센터의 실적평가 시 제안된 성과지표의 실측치와 두 가지 방안을 이용한 결과를 함께 활용한다면 평가의 공정성 제고에 도움이 될 것으로 예상된다. 그리고 센터 평가에 국내 실정에 맞는 지역 경제, 인구구조 등 환경적 요인을 고려한 모형 개발의 새로운 분야를 시도하였다는 점에서 의의가 크다.
Abstract
In order for impartial performance evaluation for each job center, it is required for public employment service(PES) to improve more objective evaluation system. The former performance evaluations of PES were merely measured by how many jobs were found: Yet it is necessary for PES to measure each job center's efforts by taking into account of local economic condition. This study suggests nine variables to consider various local characteristic with respect to the three factors of local economy, population, and PES status. And, in order to measure the quality of employment status three performance indices of the unemployment benefit period, the mid-term unemployment rate, and the long-term unemployment rate are proposed. Developed according to the Korean labor environment a research model that measures the performance of PES by the difference between the real value and the predicted value from regression analysis model with the variables of the local characteristic and the performance indices. The result indicated the model is statistically significant, but the significance of the gaps between PESs' performance is low due to the high deviation of predicted value. We, therefore, suggested two ways of applying the results: first, grouping centers according to the size of performance deviations from mean value rather than the rank of the whole PESs, second, adding incentives to the PESs which performances lie outside the variances with an explicit statical significance rate of the predicted value. The evaluation is expected to become more impartial when the real value of the performance and the two ways are considered together for the evaluation of the PESs. It is an important contribution to try developing a new PES evaluation model which considers the domestic local characteristic factors such as local economy, population etc.
