고용서비스 청년 참여자의 취업 영향요인 분석: 지역노동시장, 참여자 비교우위, 사업수행기관을 중심으로

이 연구는 지역, 개인, 사업수행기관 세 측면을 활용해 고용서비스 청년 참여자의 취업을 설명하였다. 청년실업이 사회의 중요한 문제로 대두되면서 청년층의 취업에 대한 다양한 정책과 연구가진행되었지만 기존 방식은 세 가지 요인을 개별적으로 접근하여 이들 간 위계적 측면을 고려하는 데한계가 있다. 이와 같은 한계를 극복하기 위해 이 연구는 취업성공패키지 2018년 자료를 활용하여다층모형분석을 실시하였다. 분석 결과 지역, 개인, 사업수행기관 변수들은 청년 참여자의 취업에유의미한 영향을 주었고, 종속변수에 대한 설명력은 개인, 사업수행기관, 지역 순으로 높았다. 이러한분석 결과는 정부가 고용서비스 청년 참여자의 취업확률 높이기 위해 지역, 개인, 사업수행기관 세측면 모두 활용할 필요가 있다는 정책적 함의를 제공한다.

Abstract

This study examined the employment of youth participants in the employment service based on the three aspects of the regional labor market, participants, and employment service agency. As youth unemployment has emerged as a significant social problem, various policies and studies attempted to solve youth unemployment. However, they have limitations in considering the hierarchical aspects of these three factors. This study conducted a multi-level model analysis using the 2018 job success package data to overcome this hierarchical limitation. The results show that the variables of the regional labor market, participants, and employment service agency had a significant effect on the employment of youth participants, and the explanatory power of the dependent variable was highest in the order of participants, employment service agency, and regional labor market. This analysis provides policy implications in that the government needs to utilize all three aspects of the regional labor market, participants, and employment service agency to increase the employment probability of youth participants in employment services.
