한국의 지역간 임금격차: 지역별 고용조사(RES)를 중심으로

본 연구는 2008년 새롭게 수집된 통계청의 지역별 고용조사(RES)를 이용하여 우리나라의 지역간 임금격차를 재추정한다. 지역간 임금격차에 대한 기존 연구는 KLIPS나 OES를 이용한 반면, 본 연구는 이들 자료를 이용할 경우와 RES를 이용할 경우 지역간 임금격차에 어떤 차이를 보이는지를 보여준다. 또한 본 연구는 OLS를 통한 임금격차와 취업자/비취업자의 선택편의를 고려한 임금격차를 제시한다. RES KLIPS, OES를 이용하여 임금함수를 추정한 결과, KLIPS를 이용하여 얻어진 지역간 임금격차는 RES를 이용한 경우보다 과소 추정되며, OES를 사용할 경우에는 RES와 평균적인 임금격차에 있어서는 큰 차이를 보이지 않지만 개별 지역의 임금격차는 상당한 차이를 보이는 것으로 나타났다. 또한 임금함수의 추정에 있어서 표본선택이 존재하는 것으로 추정되지만 이로 인한 지역간 임금격차의 왜곡은 심각한 수준은 아니라고 판단된다. RES를 이용하여 일반 엔트로피 지수(Generalized Entropy Index)를 계산하면 우리나라의 임금불평등은 지역간 임금격차에 기인하기보다는 지역내 임금불평등에 기인한다는 것으로 나타났다. 하지만 임금함수의 추정 결과, 수도권과 비수도권의 임금격차는 확연하게 나타나는데, 특히 서울과 경기 거주자의 임금프리미엄은 전국 평균보다 높으며, 울산을 제외한 모든 광역시․도의 거주자는 마이너스 임금프리미엄을 보이고 있다. 결국 우리나라의 지역간 임금격차의 해소는 수도권-비수도권의 임금격차 해소로 귀결되며, 정부가 추진하고 있는 지역균형발전정책도 이에 초점이 맞추어져야 할 것으로 사료된다.
Abstract
This study reestimates regional wage differentials in Korea using RES(Regional Employment Survey) and shows the significance of biases that may result from using KLIPS(Korea Labor and Income Panel Survey) or OES(Occupational Employment Statistics) in estimating wage differentials across regions. This study differentiates itself from previous studies in terms of data and methods in estimating regional wage differentials. Our estimates indicate that one can reach different conclusions about regional wage differentials in Korea depending on which data sets are used. Also, this study detects the existence of sample selection bias although it does not affect the estimates of regional wage differentials considerably. Using the RES and Generalized Entropy Index, this study finds that wage inequality across regions in Korea arises from inequality within regions rather than between regions. In 2008 the variance of regional wage differentials is estimated 5.1% which does not seem large. However, there are found large wage differentials between capital areas(Seoul, Incheon and Geounggi) and the rest of Korea. This result implies that policies aiming at reducing regional wage differentials in Korea should be devoted to reducing wage gaps between capital areas and the rest of Korea.
