본 논문은 한국노동연구원의 사업체패널조사 1~4차년도(2005~2011년) 자료를 활용하여 파업발생의 결정요인을 횡단면 로짓(pooled logit) 및 확률효과(random effect) 모형으로 추정하였다. 추정 결과, 사측과 노측 간에 정보비대칭이 크고, 신뢰 정도가 낮을수록 파업발생 확률은 유의하게 높았다. 또한 노동조합의 조직률이 높고 민주노총에 소속된 노조일수록 파업발생 확률이 높은 것으로 나타났다. 이상의 분석 결과는 정보격차로 인한 파업발생 이론과 자원동원 이론의 이론적 예측과 부합되는 것으로서 사업체 단위에서 파업을 감소하기 위해서는 노사 간의 신뢰를 높이고, 정보의 비대칭성을 해소하는 것이 가장 분명한 방법이라는 새삼스러운 정책적 함의를 다시금 확인해 준다.
Abstract
Using the 2005, 2007, 2009, and 2011 waves of the Workplace Panel Survey(WPS), we investigate the determinants of strike with pooled logit, and random effect models. The result shows that the higher informational asymmetries, and the lower level of trust between union and management would increase the possibility of strike activity. Also, the labor union characteristics including the union density and the K.C.T.U(Korean Confederation of Trade Unions) were found to have significant value in predicting strike incidence. These findings support the hypothesis of an Asymmetric Information Model and Resource Mobilization Theory. The results indicate that the most obvious precaution of strike activity is to build trust and decrease the information gap in union-management relations.
