사업체 규모별 산업재해 결정요인:산업안전체계를 중심으로

본 연구는 한국노동연구원의 사업체패널조사(2005~2021년) 데이터를 사용하여 사업체규모별 산업재해 결정요인을 분석하였으며, 그 결과는 다음과 같다. 첫째, 노동조건의 수준에 따라 산업재해율에 차이가 있는지를 분석한 결과(one-way ANOVA), 장시간노동 사업체와 임금수준이 낮은 사업체의 산업재해율이 유의하게 높았다. 둘째, 패널회귀분석을 통해 사업체규모별 산업재해 결정요인을 추정한 결과(고정효과 모형), 다양한 요인을 통제한 상태에서도 장시간노동을 할수록, 저임금일수록, 사업체규모가 작을수록 산업재해율이 유의하게 높았다. 셋째, 산업안전보건체계 설치 여부에 따라 산업재해율에 차이가 있는지를 분석한 결과, ‘안전보건관리업무’를 전담하는 부서가 있는 사업체일수록, ‘안전보건관리자’를 자체선임할수록, ‘산업안전보건위원회’가 존재할수록, ‘안전전문가 및 안전장비 등’의 서비스를 활용하는 사업체일수록 산업재해율이 유의하게 낮았다. 넷째, 패널회귀분석을 통해 산업안전보건체계가 산업재해에 미치는 영향을 추정한 결과, 안전보건관리 전담부서, 안전관리자 자체선임, 산업안전보건위원회 존재, 안전서비스 활용 변수는 유의한 부(-)의 영향을 미쳤다. 따라서 산업재해를 예방하기 위해서는 장시간노동을 억제하고, 산업안전보건체계를 강화할 필요가 있다.
Abstract
The analysis results of this study are as follows. First, according to the result of analyzing whether there was a difference in the industrial accident rate depending on working conditions (one-way ANOVA), industrial accident rate was significantly higher in businesses with long working hours and low wages. Second, according to the a result of estimating the determinants of industrial accidents through panel regression analysis (fixed effect model), the industrial accident rate was significantly higher for longer working hours, lower wages, and smaller company size, even after controlling for various factors. Third, according to the result of estimating the impact of the occupational safety and health system on industrial accidents through panel regression analysis, the industrial accident rate was significantly lower in companies that appointed their own safety managers and had an occupational safety and health committee. Therefore, in order to prevent industrial accidents, it is necessary to reduce long working hours and strengthen the occupational safety and health system.
