Abstract
The purpose of the study is to analyze the evolution of the strategies that the development cooperation camp has used to lead climate adaptation to its own camp and various theoretical models that it developed on the basis of them. This presents a social model that developing countries can adopt to achieve success in adaptation and development at the same time. In the first phase, the development camp has developed mainstreaming efforts to include adaptation as part of development, lifting adaptation that has been neglected in the climate camp. In the second phase, as the conflicts between climate and development deepen with the aid resources, the development camp made use of their aid experience and proposed the social action of the regional governance unit as a mechanism of the vulnerability reduction. In the last phase, Paris Climate Change Accord and GCF, a climate aid agency, have been moving under UN SDGs. In the sustainable adaptation that emerged, the development should be premised on reducing the vulnerability, and the development should be sustainable in order to fundamentally improve the adaptive capacity on the premise of the transformation of unequal social relations structure. In choosing a model, the variables of power transfer between institutions should be reflected in addition to the conditions and competencies of relevant countries.
