세종시 이전에 따른 공무원의 대응방식변화에 관한 연구: 중앙부처 공무원의 조직 내 루틴화된 업무에 관한 대응을 중심으로

초록

본 연구는 중앙부처의 세종시 이전으로 인한 대응방식의 변화를 분석한다. 세종시 이전은 정치적인 요인에 의해 결정되어 대상부처의 의지와 무관하게 진행되었다. 본 연구는 이점에 착안하여 세종시로 이전한 4개 중앙부처와 4개의 잔류부처 소속 공무원을 대상으로 심층인터뷰를 진행하였다. 심층인터뷰 분석결과에 따르면, 이전부처와 잔류부처는 대응방식에서 변화의 정도가 달랐으며, 특히 그 변화는 이전부처에서 크게 나타났다. 대응방식을 의사소통, 의사결정, 관리의 차원에서 살펴보면, 의사소통 차원에서는 기존 대면회의와 대면보고가 화상회의, 화상보고 등으로 변화하였다. 의사결정 차원에서는 기존 심층검토, 대면결재에서 원샷검토, 사이버결재 등으로, 관리의 차원에서는 상시관리, 상시적 갈등조정에서 느슨한 관리 및 자율해결 등으로 변화하였다. 이러한 변화를 통해 정책결정의 질은 전반적으로 하락하였다고 인식하였다. 특히, 그 양상은 부처 간, 직급별로 상이하게 나타났으며, 고위직일수록 그 정도가 더 크다고 인식하였다. 이러한 결과는 향후 세종시 이전으로 인한 정책의 질 저하를 해소하기 위해서는 부처 간, 직급 간 인식 차이를 고려한 세밀한 정책이 필요함을 시사한다.

Abstract

This study analyzes the changes in the response caused by the relocation of central ministries to Sejong City. The relocation of Sejong-si was determined by political factors and proceeded regardless of the will of the target ministry. Focusing on this point, this study conducted in-depth interviews with public officials belonging to four central ministries and four residual ministries that moved to Sejong City. According to the results of the in-depth interview analysis, the degree of change in the response method was different between the previous ministries and the remaining ministries. In particular, previous ministries’ changing is so magnificent. In terms of decision-making, it has changed from in-depth review, face-to-face payment to one-shot review, and cyber payment, and from regular management, regular conflict mediation to loose management and autonomous resolution. Through these changes, it was recognized that the quality of policy decisions generally declined. In particular, the pattern was different between ministries and by position, and it was recognized that the higher the position, the greater the degree. These results suggest that in order to resolve the decline in the quality of policies caused by the relocation of Sejong City in the future, detailed policies considering differences in perception between ministries and positions are needed.
