본 연구의 목적은 국내전력산업 발전 부문에 대하여 지난 10여년간 이루어진 구조개편이후 발전자회사들의 비용 효율성이 개선되었는지를 분석하고 효율성 개선 여부 및 정도를측정하는 것이다. 본 연구에서는 자본, 노동, 에너지 비용을 중심으로 트랜스로그 함수를설정하고 더미변수를 활용하여 2001년 이후 발생한 발전 부문 구조개편의 효과를 분석하였다. 분석결과 비용 효율성의 개선 변수가 미약하지만 유의한 수치를 보였으며, 또한 규모의경제에 대한 추정 결과 구조개편 시기에 규모의 불경제가 존재하였음을 확인하였다. 본 연구는 비용함수 추정을 통하여 한국전력의 발전부문 구조개편이 작지만 효과를보였고, 규모의 불경제 상태였음을 확인하였다는데 의의를 가지며, 향후 에너지산업의산업정책 수립에 기초자료를 제공한다.
Abstract
We estimate the change of Korean electric power industry’s cost efficiency to analyze effectiveness of restructuring generation part in 2001. For the study, we set translog cost function which is composed of capital, labor, energy variables and dummy variable. We find that dummy variable is small but significant, and there was dis-economies of scale around 2001. We conclude that restructuring lead to increasing cost efficiency of Korean electric power industry and decision making was timeliness.
