본 연구는 신재생에너지공급의무화제도(RPS) 하에서 신재생에너지공급인증서(REC) 가격과 계통한계가격(SMP) 간의 관계를 실증적으로 분석한다. RPS는 발전사업자에 대한 적정 보상과 시장 효율성을 위해 SMP와 REC 가격 간 음(-)의 관계를 전제로 설계되었다. 그러나 최근 현물시장 REC 가격이 SMP와 함께 상승하는 현상이 지속되면서 시장의 효율성에 의문이 제기되고 있다. 이에 본 연구에서는 2017년 4월부터 2024년 5월까지의 월간 자료를 활용한 비선형 자기회귀시차분포(NARDL) 모형을 통해 SMP의 변화가 REC 가격에 미치는 영향을 실증 분석하였다. 분석 결과 SMP가 REC 현물가격에 유의미한 영향을 미치지 않는 것으로 나타나 제도 설계 의도에 부합하지 않음을 확인할 수 있었다. 한편, REC 가격의 구조변화가 발생한 것으로 추정되는 시점을 기준으로 기간을 구분하여 분석한 결과 SMP가 REC 가격에 유의미한 영향을 미치지만, 영향의 방향은 비대칭적이고 기간별로 상이한 것으로 나타났다. 이는 REC 시장의 수급 상황과 같은 환경 변화가 가격에 미치는 영향이 크고, 시장의 비효율성을 초래할 가능성이 있음을 보여준다. 이러한 문제를 해결하기 위해 단기적으로는 REC 현물시장의 비중 축소와 장기 고정가격계약의 확대를 추진하고, 장기적으로는 경매제도로 전환함으로써 시장의 불확실성을 축소하고 효율성을 제고할 필요가 있다.
Abstract
This study empirically analyzes the relationship between Renewable Energy Certificate (REC) prices and the System Marginal Price (SMP) under South Korea’s Renewable Portfolio Standard (RPS). Designed on the assumption of an inverse relationship between SMP and REC prices, the RPS aims to ensure appropriate compensation for renewable generators and market efficiency. However, recent price trends indicate that REC spot prices have increased alongside SMP, raising concerns about market inefficiencies. Using monthly data from April 2017 to May 2024, this study employs a Nonlinear Autoregressive Distributed Lag (NARDL) model to examine the impact of SMP on REC prices. The results indicate that SMP does not have a statistically significant effect on REC spot prices over the entire period, suggesting a deviation from the intended market design. However, sub-period analysis based on a structural break reveals asymmetric effects of SMP on REC prices, influenced by supply-demand imbalances. To address market instability, this study recommends reducing the REC spot market share, expanding long-term fixed-price contracts, and transitioning to an auction-based system.
