전력산업 구조개편을 통해 경쟁적 전력시장을 성공적으로 운영하여 경쟁의 편익을 거두고 있는 해외사례와 달리 국내 전력부문은 구조개편이 중단된 이후 큰 변화가 없는 상태이다. 2004년 배전분할의 중단으로 전력산업 구조개편이 더 이상 추진되지 못한 이후 국내 전력산업은 기존의 공급자 중심의 전력시스템 운용 형태를 그대로 유지하고 있다. 현행 전력시장의 개선이나 구역전기사업자와 같은 새로운 사업자의 시장참여가 전력산업의 기본 틀을 바꾸지 못하여, 경쟁의 효과를 제대로 살리지도 못한다는 것이다. 본 고는 전력산업 구조개편 중단의 배경과 그에 따른 문제점을 지적하면서 전력산업 구조개편 재추진의 필요성을 강조하고 있다.
Abstract
Most countries with the competitive electricity market after successful restructuring their electric industries have been experiencing economic benefits such as low rates and service improvement. However, no further movement toward the next stage of restructuring has been appeared in Korea since distribution separation had been stopped in 2004. We cannot expect such benefits of deregulation by improving current market system and introducing new CES(community energy service) providers into the energy market. Therefore, it is necessary for government to restart power industry restructuring according to the original plan in 1999.
