이 글에서는 사회적경제 조직의 기술혁신활동 특성과 정책방향에 대한 연구를 수행했다. 사회적경제는 사회복지와 고용정책 차원에서 논의되어 왔지만 최근에는 사회문제 해결형혁신에 참여하는 혁신 주체로서 과학기술혁신정책에서도 관심의 대상이 되고 있다. 본 연구에서는 포커스 그룹 인터뷰를 통해 사회적경제 조직의 기술혁신활동 특성을 정리하고 귀납적으로 분석하여 사회적경제 조직의 혁신을 활성화하기 위한 과제를 다루었다. 과학기술과사회적경제의 실천을 연계하기 위한 기본관점과 리빙랩과 같은 추진방식, 사회적경제의 특성을 반영한 혁신모델 발굴 및 활용, 시스템 전환과 사회적경제의 혁신활동 연계가 향후사회적경제의 사회문제 해결형 혁신을 활성화하는데 중요한 이슈가 될 것임을 주장했다.
Abstract
This study investigates the innovation behaviour and innovation policy direction of Social Economy. Social Economy has been the actor of social and welfare policy domain. But it now becomes the actor of innovation policy as the Challenge-driven innovation policy have appeared as a new policy trend. Based on the focus group interview on the Social Economy organization leaders, this article suggests some policy alternatives to enhance the innovative capability of Social Economy. The integration of the science-based innovation of R&D organization and the practice-based innovation of Social Economy, the development of innovation model of Social Economy, and the linkage of Social Economy and sustainability transition are suggested as new policy directions.
