우리나라 사회적기업 R&D의 현주소 및 시사점: 사회적기업 전수조사를 통한 혁신역량 분석

초록

경쟁력과 자원 모두가 취약한 상황에서 기업의 지속가능성을 담보하는 동시에 사회적 목표까지 달성하는것은 실로 어려운 과업이며 높은 수준의 혁신을 요구한다. 그러나 우리의 사회적기업에 대해서는 사회적가치 추구에 집중하여 상대적으로 혁신성을 놓치고 있다는 평가가 일반적이다. 이뿐 아니라 그 중요성에도불구하고, 사회적기업의 혁신 활동 현황에 대한 실증적 자료는 파편적으로만 존재하고 혁신 자체에 대한논의도 매우 부족하다. 이에 본 논문에서는 전체 사회적기업을 대상으로 기술수요조사를 실시하고 총2000여 개 기업의 혁신활동을 검색한 결과를 분석하였다. 분석 결과 예상했던 대로 사회적기업들의 혁신활동은 R&D투자 경험이 전무한 기업들이 97%에 달하고 사회적기업에서 산출된 총 논문 수가 16개에 그치는 등 매우 저조했으며, 이렇게 미미한 혁신활동 조차 수도권 지역에 집중된 양상을 보였다. 이를 극복하기 위한 방편으로 사회적기업들은 외부 기관과의 협업과 정부 지원을 꼽고 있어, 효과적인 정책 수립이시급한 실정이다. 동시에 응답 기업들은 사회적기업들로서의 뚜렷한 자기 정체성을 지니고 있어 R&D사업성공 시 취약계층 고용 창출 등 긍정적 파급효과가 클 것으로 기대된다. 본 연구는 사회적기업의 혁신활동을 연구함에 있어 소수 기업에 초점을 둔 사례 연구 혹은 개념적 틀 제시를 넘어서, 다양한 실증적 자료를토대로 분석한 첫 연구라는 점에서도 그 학문적 의의를 찾을 수 있다. 또한 이 연구를 통해 사회적기업R&D 역량의 현주소를 객관적으로 규명하고 사회적기업들의 구체적 기술수요를 파악하여 합리적 정책 수립의 기초자료를 마련하고자 하였다.

Abstract

It is by no means easy to both build a sustainable business and pursue socialobjectives, while lacking in resources and competence; in fact, this is feat thatrequires strong innovative capabilities. However, the common view on Koreansocial enterprises is that they are too caught up in pursuing social values andignore innovation. Moreover, despite the importance, the evidence on the R&Dactivities of social enterprises are fragmentary and the topic itself is not muchdiscussed. Therefore, we distributed Technology Demand Survey to all thesocial enterprises and analyzed around 2000 companies’ R&D activities. Asexpected, R&D activities were very meager in social enterpriese: 97% had neverreceived R&D investment and the number of total papers produced was 16. Andeven this weak capability was concentrated in the Seoul Metropolitan area. Inorder to overcome this, social enterprises are hoping to cooperate with externalinstitutions and to receive governmental support, which calls for timelyintervention. Simultaneously, respondents retain a strong identity as socialenterprises, which will in turn bring strong positive spillover effects when R&Dproject succeeds, such as employing vulnerable populations. Our paper goesbeyond the case studies based on small number of firms or theoretical works,and is significant as it is the first study to analyze various quantitative dataon social enterprises’ R&D activities. In addition, we aim to provide afoundation for rational policymaking by objectively clarifying where social enterprises stand in terms of innovation and by understanding their concretetechnological needs.
