현재 국가연구개발사업의 예비타당성조사에서는 사업추진에 의한 혜택을 화폐단위로 측정하기 어려워 비용편익분석의 수행이 불가능한 경우 비용효과분석을 적용하고 있다. 경제성분석 기법의 하나인 비용효과분석은 특정한 목표를 달성하기 위해 고려되는 여러 가지대안들의 비용과 효과를 비교하는 방법으로 정의된다. 현재까지 비용편익분석의 적용사례는 상당수 축척되었으며 방법론의 측면에서도 비교적 많은 개선이 이루어진 반면, 비용효과분석은 R&D사업의 적용사례가 많지 않고 표준화된 방법론이나 적용방안이 마련되어 있지않은 상황이다. 따라서 본 연구는 국가연구개발사업의 예비타당성조사에서 비용효과분석을수행하는 경우 실질적으로 참고할 수 있는 적용방안을 마련하는 것을 목적으로 한다. 이를위해 비용효과분석의 이론과 현행사례를 검토하였으며, 비용효과분석의 핵심 고려사항에대해 논의하고 단계별 적용절차를 제안하였다. 본 연구의 결과는 R&D부문 예비타당성조사의 비용효과분석 수행에 직접적으로 활용될 뿐만 아니라, 실무적 방법론을 보완하고 관련지침을 개선하기 위해 유용하게 활용될 수 있다.
Abstract
analysis (CEA) is applied when it is not possible to perform the cost-benefit analysis because it is difficult to measure the benefit of the program by monetary unit. Cost-effectiveness analysis, one of the economics analysis techniques, is defined as a method of comparing the costs and effects of various alternatives considered to achieve a specific goal. To date, many cases of cost-benefit analysis have been applied and a relatively large improvement has been made in the methodology. However, cost-effectiveness analysis has not been applied to R&D programs enough, and there is no standardized methodology. Therefore, the purpose of this study is to provide a practical application method for the CEA in the preliminary feasibility study of the national R&D program. To do this, we reviewed the theory and cases of CEA, discussed the key considerations for it, and proposed a analysis process. The results of this study can be used not only directly for the CEA of the R&D feasibility study, but also for improving the practical methodology and the relevant guidelines.
