본 논문에서는 연구개발특구육성 종합계획의 수요자이자 수혜자라 할 수 있는 개별 입주기업의 성과 향상정도를 비입주기업과 비교하여 정량적으로 평가하고자 하였다. 연구방법론 측면에서 정책변수와 기업의 성과변수 사이에 존재하는 선택편의와 내생성문제를 해결하기 위하여 성향점수매칭법(Propensity Score Matching)과 이중차분법(Difference in Difference)을 적용하였다. 우선, 성향점수매칭법을 적용하여 비교집단에서 유사한 성향점수를 갖는 대조군을 선별한 후, 이들을 대상으로 이중차분법을 적용하여 입주기업의 실제 성과향상정도를 추정하였다. 성과의 관측에 있어서는 연구개발특구 육성정책이 지향하는 정책목표를 반영하기 위하여 경제적 성과(자산증가율, 매출증가율), 사회적 성과(고용증가율), 혁신 성과(R&D투자 증가율, 종업원 1인당 R&D투자 증가율)의 세 차원에 거쳐 성과를 측정하고 분석하였다. 실증분석결과 입주기업이 비입주기업 대비 유의한 성과향상이 있었던 것으로 나타났으며, 결론에서 분석결과와 관련된 보다 심도 있는 정책함의를 다루었다.
Abstract
As a part of the policy for the development of regional innovation systems in Korea, Korean government have implemented and executed comprehensive plan for the development of special zones for innovation capability enhancement from 2006. In order to evaluate the performance of the policy, it is important to observe how the resources and capabilities have been concentrated in the special zones in terms of the policy authorities. However, it is also necessary to evaluate whether the competitiveness of individual companies has actually improved from the viewpoint of demand-based innovation policy. Therefore, the main purpose of this paper is to quantitatively evaluate the performance improvement of tenant companies in special zones. For empirical analysis, Propensity Score Matching and Difference in Difference methodologies were applied to solve the selection bias and endogeneity problem between the policy variables and the performance variables. And we compared the performance in three dimensions, which include economic performance, social performance and innovation performance. According to the result of empirical analysis, it was found that the tenant companies had significantly improved performance compared to the non - tenant companies.
