지역혁신을 위한 테크노파크 조성의 효과 분석: 입주기업의 경영성과를 중심으로

초록

본 연구는 지역산업 혁신을 위해 정부가 정책적으로 조성한 테크노파크의 성과에 대해평가적 관점에서 접근한 연구이다. 본 연구는 준실험설계 모형으로 접근하여 성향점수매칭기법(PSM, Propensity Score Matching)을 활용, 전국 18개 테크노파크에 입주한 기업과 비입주기업에 대해 성장성(자산, 자본), 수익성(영업이익), 생산성(매출액)의 4가지 차원에 대한 비교, 평가를 실시하였다. 테크노파크의 평균조치효과(ATE, Average Treat Effect)를 비교한 결과 통계적으로 유의한 수준의 성과차이가 발견되지 않았다. 다만, 평균 입주기간(3년) 동안의 평균성장률을 비교한 결과 입주기업들의 자산, 자본성장률이 상대적으로 높게 나타났는데, 이는 테크노파크가 창업초기 기업들에게 비교적 안정된 성장조건을 제공하고 있는 것으로 해석할 수 있다. 그러나 테크노파크 조성의 의도한 효과가창업보육에 한정되지 않기 때문에 기업의 성장 관점에서 접근하여 입주기업들이 생산성(매출액 증가율), 수익성(영업이익 증가율)을 제고하여 성장할 수 있도록 지원하는 정책이 모색될 필요가 있다.

Abstract

Techno-Park (TP) has been widely recognized for its importance to growth high-tech enterprises, and has become a popular policy tools to promote regional innovation. This study evaluated the effectiveness of the Korean 16 TPs, which is built by the governmental initiative in terms of growth of regional leading companies. According to analysis results, the enterprises on located TPs were higher than non-located on growth rates (e.g. average total asset growth rate and average total capital growth rate for 2006-2009). However it could not find any effectiveness in the profitable and productive growth of companies on the TPs. These results implicate that TP’s support services should be mediated to increase a self-generation of enterprise as a view of profit and production (e.g. sales and operating profit).
