산업간 융합을 통해 개발되고 시장에 출시되는 융합 신제품은 제품의 인증을 취득하는 과정에서 기존 인허가와 인증 사항에 적합하지 않은 경우가 발생하여 적시 시장 진출에 어려움을 겪고 있다. 이러한 애로사항이 발생할 경우 산업융합 신제품의 적합성 인증을 신속하게 진행하여 사업화 단계의 신제품 시장진출을 지원할 수 있다. 현재 산업융합 신제품의 적합성 인증을 통해 발생하는 편익 도출방안이 정량적으로 마련되어 있지 않으므로, 가치평가를 통해 사회적 편익 수준을 파악한다면 산업융합 신제품 및 적합성 인증 제도의 사회적 영향을 알 수 있는 중요한 기초 자료가 될 수 있다. 따라서 본 연구는 산업융합 신제품의 편익을 추정하기 위한 프레임워크를 선택실험법(choice experiment)을 이용하여 개발하고자 한다. 본 연구는 선행 연구 검토를 통해 산업융합 신제품의 편익 항목을 선정하고, 산업융합 신제품 적합성 인증을 통해 발생하는 편익을 추정한다. 추정된 결과를 통해 편익 항목별 한계지불의사액을 도출하여 산업융합 신제품 적합성 인증 제품의 편익을 추정하였다. 본 연구는 편익을 추정하기 어려운 다양한 산업융합 신제품 적합성 인증 제품의 가치평가에도 범용적으로 활용이 가능할 것으로 기대된다.
Abstract
New products developed through inter-industry convergence and launched on the market are difficult to enter the market in a timely manner as there are cases where they do not meet the existing requirements to obtain product certification. To address these difficulties, the government is supporting for new products in the commercialization stage by providing appropriate certification through certification of conformity for new products. However, the certification of conformity for new industrial convergence products has limitations in that there is no quantitative method for deriving the benefits generated through certification. Therefore, the purpose of this study is to develop a framework for estimating the benefits of new industrial convergence products by using the choice experiment. In this study, the attributes of new industrial convergence products are selected from the previous literature, and the benefits generated through the certification of conformity are estimated. The benefits of the certification of conformity for new products were estimated by deriving the marginal willingness to pay for each attribute through the estimated results. This study is expected to be universally applicable to the value evaluation of various industrial convergence product and certification of conformity systems.
