수자원에 대한 인식과 경험이 지불의향에 미치는 영향:수자원 관리 기술개발사업을 중심으로

우리나라는 강수량의 편차가 크고 산악지형이 많으며, 댐과 저수지의 노후화로 인해 물관리가 어려운 여건을 보유하고 있다. 특히 최근 기후변화로 인해 집중호우와 홍수 등의 물 재해가 증가하면서 수자원 문제에 대한 인식과 우려가 확산되고 있다. 이에 본 연구에서는 수자원에 대한 일반 국민의 인식이나 경험이 수자원 분야 기술개발사업에 대한 지불의향에 어떠한 영향을 미치는지 분석하는 것을 목적으로 한다. 조건부가치측정법을 이용하여 분석한 결과, 수자원 분야 기술개발사업을 추진하기 위해 응답자들은 매년 가구당 5,455원~6,251원의 추가적인 소득세를 지불할 의향이 있는 것으로 나타났다. 공변량을 포함한 WTP 모형을 추정한 결과, 수자원에 대한 응답자의 관심 수준과 물 재해 문제의 중요성, 수자원 서비스에 대한 만족도가 수자원 기술개발사업에 대한 지불의향에 유의한 양(+)의 영향을 미치는 것으로 나타났다. 그러나 최근 2년간 응답자의 물 재해 경험 여부는 지불의향에 통계적으로 유의한 영향을 미치지 않았다. 개인 특성 변수로는 교육수준이 높은 응답자일수록 높은 지불의향을 갖는 것으로 나타났다. 이러한 연구는 수자원 분야 R&D사업의 경제적 편익에 대한 정보를 제공할 뿐만 아니라 응답자 개인의 특성이 지불의향에 미치는 영향을 이해함으로써 정책의 효과를 제고할 수 있다는 점에서 의미가 있다.
Abstract
In South Korea, water management is difficult due to the large variation in rainfall, mountainous terrain, and aging dams and reservoirs. In particular, awareness of water resource problems is spreading as water disasters such as heavy rains and floods have recently increased due to climate change. Therefore, the purpose of this study is to analyze how an individual's perception or experience regarding water resources influences the willingness to pay for technology development programs in the water resources field. According to the estimated results using contingent valuation method, respondents are willing to pay additional income tax of 5,455 to 6,251 KRW per household each year to promote technology development projects. As a result of estimating the WTP model including covariates, the respondent's interest in water resources, the importance of water disaster issues, and satisfaction with water resource services have a significant positive effect on the willingness to pay for water resource R&D programs. However, respondents' water disaster experience did not have a statistically significant effect on willingness to pay. The higher the respondent's level of education, the higher the willingness to pay. This study is meaningful in that it not only provides information on the economic benefits of R&D programs in the water resources field, but also improves the effectiveness of policies by understanding the impact of individual characteristics on willingness to pay.
