세운지구 도심공원 조성사업은 서울 도심의 노후 상업시설을 철거하고 대규모 녹지와 커뮤니티 공간을 조성 하는 도시재생 프로젝트로, 시민의 워라밸 증진과 삶의 질 향상을 목표로 한다. 본 연구는 조건부가치측정법 (CVM)을 활용해 사업의 사회경제적 편익을 정량적으로 산출하되, 권역별 설문조사를 실시함으로써 지역 간 지불의사금액(WTP) 차이를 분석하였다. 분석 결과, 서울의 평균 가구당 WTP는 11,881.0원, 경기･인천은 10,121.3원, 비수도권은 1,791.0원으로 나타났으며, 수도권 및 전국 평균 WTP는 각각 10,781.0원, 6,202.9원으로 산출되었다. 또한, t-검정과 신뢰구간 중첩 검정 결과, 서울･경기･인천과 비수도권 간에는 통계적으로 유의한 차이가 확인되었으며, 수도권 내에서는 차이가 없는 것으로 나타났다. 본 연구는 세운지구 도심공원 조성사업의 경제성 평가와 정책적 타당성 확보에 기여하며, 향후 유사 사업의 편익 추정 및 수혜 범위 설정에 실질적 참고자 료로 활용될 수 있다.
Abstract
The Sewoon Mall Park Development Project is an urban regeneration initiative in central Seoul that aims to demolish outdated commercial facilities and create extensive green spaces and community areas, with the goal of enhancing citizens’ work-life balance and overall quality of life. This study quantitively estimates the project’s economic benefits using the Contingent Valuation Method (CVM), and analyzes regional differ- ences in willingness to pay (WTP) by conducting regionally stratified survey. The analysis found that the average household WTP was 11,881.0 KRW in Seoul, 10,121.3 KRW in Gyeonggi and Incheon, and 1,791.0 KRW in non-capital regions. The average WTP for the capital area and nationwide were calculated as 10,781.0 KRW and 6,202.9 KRW, respectively. Furthermore, t-tests and confidence interval overlap tests revealed statistically significant differences between Seoul/Gyeonggi-Incheon and non-capital regions, while no significant difference was found within the capital area itself. This research contributes to the economic evaluation and policy justification of the Sewoon Complex Park Development Project and provides practical reference data for benefit estimation and beneficiary scope setting in similar future projects.
