이 논문은 도심 속에 있는 전(前) 미군 하야리아부대의 공간적 변용과 그 의미를 개인의 생애를 통해 살펴본 것이다. 하야리아부대는 부산 대도심 속에 위치하며, 일제시기 경마장을 거쳐 해방 후 줄곧 미군부대였으나 2006년 8월을 기점으로 폐쇄되어 현재 시민공원으로 조성 중에 있다. 시민공원화 되는 이 사업은 ‘100년만의 재회’로 평가되고 있다. 특정의 의미를 기념하는 공간은 그 공간을 점유하고 있는 집단의 정체와 무관하지 않으며 오히려 그것을 내면화하고 강화한다는 점에서 주목할 필요가 있다. 이러한 맥락에서 살펴본 전 미군 하야리아부대 공간적 변천 과정에서 나타나는 특징은 경마장과 군기지 간의 긴밀한 상호관련성에서 찾을 수 있는데, 즉 경마장 조성 후 군기지가 확대되는 패턴을 볼 수 있었다. 공간의 변화에는 형태적으로 드러나지 않는 의미의 지층들이 내포되어 있다. 이를 본문에 소개한 정씨(전 하야리아부대 목수)와 박씨(카투사)의 부대 생활경험을 통해 밝혀보고자 하였다. 경마장과 미군부대로의 연속적 공간적 변용은 농사를 짓지 못하게 된 정씨의 경험과 구조적으로 연결되며, 미군 보급품의 수송역할을 맡은 박씨는 도시 속 미군부대가 미국상품의 유통거점이 되는 경제적 측면을 보여준다. 미군기지의 확대과정은 개인소유의 토지가 국가에 의해 공공화 되는 과정이었으며, 그 역으로 토지에서 이탈된 주민들이 군기지 주변으로 귀속되는 생활세계의 변화가 일어났다. 이처럼 다양한 공간적 의미들은 하야리아부대가 도심 속에 위치하여 교통과 사회적 연결망의 중심에 있었으며, 미군부대의 보급품을 다룬 경제적 측면 및 그 물자의 수송이 이뤄진 부산항이라는 주변의 물리적 여건들이 만들어낸 중층성 속에서 나타난 결과이다. 한 공간을 표상화하고 상징화하는 작업은 그 다양한 의미의 지층들을 어떻게 복원 및 살려내는가의 문제를 안고 있다. 시민공원으로 변화한다는 것은 분명 이전과는 다른 공간의 ‘재탄생’을 의미하는 동시에 그것은 또 다른 공간의 변용이기도 하다. 1세기 가까이 식민과 냉전의 영향이 각인된 이 도심공간이 어떠한 의미의 사회적 관계를 탄생시킬지 주목된다.
Abstract
This thesis observes changes on space of former US military base, Hialeah which is located in the heart of the city and its implication through a person’s life time. Hialeah is located in the heart of the big city and it has been used as US military base but it was closed in August 2006 and is becoming a public park now. This project, returning the base to civilian control is described as ‘Reunited after 100 Years’. It needs to be watched as space used by specific groups are related to their identity if anything it internalizes and strengthen their identity. In this context the feature appeared through spatial changes of the former US military base, Hialeah can be found on interrelationship between the horse racing course. After building the horse racing course, it is shown that the base camp was enlarged. The spatial changes involve hidden meanings. This thesis ranges over the meaning through some living experiences of Mr. Jeong (former Hialeah carpenter) and Mr. Park(KATUSA). These continual changes of the US military base and the horse racing course have structural link with Mr. Jeong’s experience that he could not farm anymore and it also includes economical aspects that the US military base became a distribution base for American products through Mr. Park’s job which was transporting US army supplies. The expansion process of US military is the process of private land becoming public owned by the government and residents out of the land come back to the military base in reverse. These various spatial meanings is the result of that downtown situated army base Hialeah was in the middle of transportation and social network and economical aspect of Busan harbor that distributed the American army supplies. Representation and symbolization is deal with the issue that how to restore the complicated meanings. Turning it into a public park means that ‘rebirth’ of totally different space from previous purpose and at the same time it is spatial transformation. It is worthy of note that this civic space which is imprinted with colonization and the cold war for about a century will create social relationships.
