이 글은 20세기 지도읍 간척으로 인한 문화변동을 파악하기 위해 작성되었다. 특히 정부 주도로 추진되었던 간척지 조성 사업이 해당 지역 주민들에게 어떤 영향을 주었는가를 관찰하였다. 일제강점기 이래로 지도읍의 간척공사가 끊임없이 진행되었다. 그 결과 1918년 섬의 남부 태천리 일대에 간척지 36만 평이 조성되었고, 1938년에는 섬의 북부 봉리 일원에 약 35만 평의 간척지가 만들어졌다. 즉 1900-1945년 지도읍에 건설된 제방이 40개소로, 이는 근현대 지도읍 방조제의 약 61%를 점유한 것으로 확인된다. 간척으로 인해 섬의 지형이 크게 바뀌었다. 지도읍의 가장 큰 변화는 1960년대 국가 주도로 추진된 공유수면 매립공사였다. 이 공사는 한국전쟁 이후 피난민들의 식량 확보를 위해 절대적으로 필요했다. 그리고 무엇보다도 신안군 내에서 섬과 육지를 연결하는 최초의 연륙교 건설사업이었고, 그 주변에 대규모 간척지를 조성하는 공사였다. 이를 통해 20세기 정부 주도로 기획된 간척의 실체를 파악할 수 있을 것으로 기대된다.
Abstract
This article was written to understand the cultural changes caused by the reclamation of Jido-eup(智島邑) in the 20th century. In particular, I observed the impact of the reclamation project, which was led by the government, on the residents of the region. Since the Japanese colonial period, reclamation projects in Jido-eup have been continuously carried out. As a result, 118ha of reclaimed land was created in the southern part of Taecheon-ri(台川里) in 1918, and in 1938, about 117ha of reclaimed land was created in the northern part of Bong-ri(鳳里). In other words, 40 embankments were built in Jido-eup from 1900-1945, which accounts for about 61% of the modern and contemporary embankments in Jido-eup. The topography of the island has been significantly changed due to reclamation. The most significant change in Jido-eup was the reclamation of the public waters in the 1960s, led by the government. This project was absolutely necessary for securing food for refugees after the Korean War. Moreover, it was the first construction project to connect the island and the mainland within Sinan-gun(新安郡), and it was a project to create a large-scale reclaimed land around it. Through this, it is expected that we will be able to understand the reality of reclamation planned by the government in the 20th century.
