Abstract
This study examines the current status and challenges surrounding the preservation and utilization of Arirang as intangible cultural heritage, and seeks strategies for its sustainable dissemination with a focus on Jeongseon Arirang. As a song encapsulating the identity and communal experiences of the Korean people, Arirang embodies the essential attributes of dynamic modes of transmission, communal origin, and diverse regional variations. It has functioned across the domains of labor, ritual, resistance, and artistic re-creation, while continuing to hold significant social value today as a medium for reinforcing community identity, cultural resource development, and international cultural diplomacy. The inscription of Arirang on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in 2012 internationally recognized its significance, but did not guarantee the stability of its transmission. Rather, the inscription stimulated state-led policies, archival initiatives, performance revitalization, and academic research, while also containing the risk of diluting regional specificity and community identity. Consequently, the meaningful utilization of Arirang must be rooted in the re-contextualization of local life, with Jeongseon Arirang serving as a representative case. Jeongseon Arirang, a cultural heritage that has sustained community identity under the harsh living conditions of mountainous regions, has evolved since the inauguration of the Jeongseon Arirang Festival in 1976 into both a community-based festival and a cultural tourism resource. Through the integration of performances, festivals, and tourism, alongside educational and experiential programs and resident-led transmission activities, Jeongseon County has presented a comprehensive model for Arirang’s cultural utilization. For sustainable dissemination, two principles are required: maintaining locality and community orientation, and balancing commercialization with tradition. Furthermore, five strategic tasks are proposed: (1) strengthening cultural education centered on local schools and youth; (2) linking Arirang with ecological and experiential tourism; (3) advancing digital archives and scholarly research; (4) expanding international exchange; and (5) establishing governance through cooperation among local governments, residents, and research institutions. As the “home of Arirang,” Jeongseon County plays a strategic role by contributing to the consolidation of national cultural identity while presenting a transmission model grounded in community agency. This demonstrates that Arirang can embody both locality and universality, thereby providing a practical hub for its dissemination at national and global levels. In conclusion, Jeongseon Arirang remains a living intangible cultural heritage that continues to generate new meanings today. The forthcoming tasks involve ensuring the sustainability of its cultural capitalization and institutional foundations, while simultaneously fostering its role as a resource for international cultural diplomacy. The case of Jeongseon highlights a balanced strategy through which intangible heritage can expand across the boundaries of region and world, tradition and modernity.
