19세기 말 이후 서구에서 중국인에 대한 공포를 표현한 텍스트가 다량으로 쏟아졌다. 이 황화론은 해외로 이주한 중국 계약노동자들에 대한 멸시 감정과 관련된다. 중국인 디아스포라는 영국 세계체제의 필요에 의해 전개된 노동력의 국제적 재배치였다. 피어슨은 영어권에서 처음 중국 경계론을 설파한 저술가다. 그는 중국인의 진출을 우려하고 백인문명의 미래를 비관적으로 바라보았다. 이 글은 중국인 노동력의 국제적 재배치의 실태를 개관하고 피어슨의 비관론과 이를 둘러싼 논란을 살피는 데 목적을 둔다. 한 세기 전에 중국 계약노동자의 국제적 공급은 중국의 번영에 별다른 기여를 하지 못했다. 그러나 21세기에 중국은 값싼 소비재 공급기지로서 서구 자본주의 세계의 번영에 기여함과 동시에 자국 경제의 고속성장을 지속할 수 있었다. 오늘날 중국 경계론은 거대중국의 등장, 서구 정치와 다른 중국의 정치적 전통에 대한 두려움을 바탕에 깔고 있다. 한 세기 전의 황화론과 지금의 중국 경계론은 다르지만, 그 황화론의 기억이 오늘날 새로운 중국 경계론 분위기를 조성하는 데 영향을 주고 있을 것이다.
Abstract
Since the end of the 19th century, texts and discourses expressing fear of the Chinese immigrants in the world have been poured out in large quantities. It is called the ‘Yellow Peril’, which was directly related to the feelings of contempt for Chinese laborer as contract workers. The Chinese diaspora meant some international relocations of the labor force guided by the British world-system for the accumulation of world capitalism. Charles Pearson was the first author to preach the Yellow Peril in the English-speaking world. He also expressed the pessimistic views of the future of white civilization. This article is to examine Pearson's views and some intellectuals’ disputes around them. A century ago, the international supply of Chinese coolies did not contribute much to China's own prosperity. However, as the supply center of consumer goods in the 21st century China was able to contribute to the prosperity of the Western capitalist world while continuing rapid growth of its economy. For this reason, today's warning for China is based on fears of the rise of giant China and its communist politics. In this respect, the recent warning for China is different from the discourse of the Yellow Peril a century ago. Even so, memories of the discourse of the Yellow Peril will perhaps influence the formation of concerns and fears about China today.
