1914년 8월 초 유럽의 열강들은 삼국동맹과 삼국협상이라는 양대 진영으로 나뉘어 전쟁에 돌입했다. 세계대전이라는 용어에 걸맞게 4년여 간 지속된 전쟁은 당사국들에게 엄청난 인적, 물적, 그리고 정신적 피해를 입혔다. 대전의 영향으로 이후 세계는 대공황과 파시즘의 출현, 그리고 제2차 대전을 겪게 됐다. 이렇게 엄청난 전쟁은 왜 일어나게 됐을까? 1918년 11월 종전 후 파리에서 열린 전후처리회담이래 전쟁의 원인에 대한 논의가 활발하게 이뤄졌다. 발발 원인은 전쟁의 책임문제와 연계됐기에 논쟁은 뜨겁게 전개됐다. 그런데 문제는 대전 원인에 대한 논의가 베르사유 회담 시에 일단락되지 못하고 대전 발발 1백 주년인 현재까지 이어지고 있다는 점이다. 이러한 맥락에서 본고는 대전 원인에 대한 논쟁을 1960년대 초반 제기된 ‘피셔 테제’ 이후의 연구 경향을 중심으로 고찰한다. 긴 논쟁의 결과, 다수 역사가들은 1914년 전쟁 발발과 관련해 독일에 주책임이 있다는 피셔의 주장을 수용하지만 교전 당사국들 각자의 책임 정도를 놓고 여전히 이견이 존재한다. 새로운 주장들은 대전 발발의 책임은 전적으로 독일에 있다는 ‘베르사유 테제’와 이와는 반대로 교전 당사국 전체 또는 당대의 상황에 있다는 ‘집단책임론’ 사이의 어딘가에 서있다. 무엇보다도 역사가가 발을 딛고 있는 ‘현재’의 상황은 수시로 변하기에 원인 논쟁은 앞으로도 지속되리라 본다.
Abstract
In August 1914, Europe entered the Great War divided into the Triple Alliance and the Triple Entente. Other regions of the world, including the U.S., joined one by one, extending the War to the entire world. The War, which lasted four years and four months, resulted in tremendous loss of life, property, and the human psyche, and influenced the Great Depression, the rise of Fascism, and another total war, the Second World War. The purpose of this paper is to investigate the historical controversy on the origins of the First World War with a focus on the aftermath of Fischer’s controversy during the early 1960s. The outbreak of the First World War has always presented a challenge to historians as they have sought to understand its causes in many different ways, from many different angles, and with very different results. Since the Armistice, a vast body of literature has been produced on the causes and who was most responsible. There are only a few articles by Korean scholars on this topic, despite the wealth of useful research introduced by foreign scholars, especially in the time since the famous Fischer’s controversy during the 1960s. In the end, this paper’s main purpose is to synthesize recent scholarship and introduce the major historiographic and political debates surrounding the outbreak of the War, mainly through analysis of pre-war relations between the great powers and the role of Imperial Germany.
