국내 건설시장은 지속적으로 축소되는 반면, 해외 건설시장은 매년 5% 이상의 성장세를보이고 있다. 또한 UN에 발표에 따르면 세계적으로 향후 20년간 매년 30만 명 규모의신도시가 250여 개 필요할 것으로 예측되었다. 따라서 해외신도시개발은 국내 건설시장의 침체 상황을 타개할 수 있는 방안으로 여겨지고 있다. 한편 엔지니어링 분야는 고부가가치 산업으로 인식되어 그 동안 해외도시개발에 따른 문제점을 개선하기 위해 많은 연구와 대책이 제시되었다. 그러나 해외신도시 사업을 직접 수행하는 건설엔지니어링 업체가겪고 있는 문제점과 한계를 분석하고 이를 해결하는 구체적인 대책에 대한 연구는 미흡한실정이다. 본 연구는 국내 건설엔지니어링 업체의 해외신도시개발 진출 시 문제점을 분석하고 이를 토대로 실질적인 개선방안을 도출함으로써 향후 해외신도시개발 참여 활성화를도모하는데 연구의 목적이 있다. 이를 위해 문헌조사를 토대로 해외신도시사업에 따른문제점을 4개 분야 총 13개 항목으로 도출하고 AHP분석에 근거한 실무자 설문조사를실시하여 가장 중요한 문제점으로 나타난 커뮤니케이션 능력, 전문기술자(팀 리더), 현지네트워크, 정보 내용 및 수준, 가격제안서 작성 등 5개 항목에 대해 건설엔지니어링 업체의임원급 전문경영인을 대상으로 개별 면담을 실시해 해외신도시개발 진출방안을 도출하였다.
Abstract
The size of domestic construction industry continues to reduce, while the overseas construction market is growing by more than 5% each year. According to the United Nations, it is estimated that about 250 new cities of 300,000 people are needed every year for the next 20 years. This global demand for city development offers an opportunity for reversing the depressing trends in the domestic construction industry. While engineering services are recognized as a high value-added industry and, separately, many studies have been conducted to identify the challenges to overseas city development projects, systematic analyses on the problems and limitations faced by the urban engineering firms carrying out overseas new town projects have been less than sufficient. The purpose of this study is to analyze the challenges to improving the competitiveness of Korean urban engineering firms in the global new town development market. To accomplish this, we identified 4 problem areas and 13 sub-areas; assessed the relative importance of problem areas through the AHP technique; and the select problems were further analyzed based on interviews with professional managers to suggest a set of corresponding solutions.
