환경정책엄격성(EPS)이 우리나라 기업 수출에 미치는 영향에 대한 연구 : 기업규모를 중심으로

교역상대국의 환경규제는 대외의존도가 높은 우리나라 수출에 중요한 영향을 미칠 것이다. 본 연구에서는 OECD의 환경정책엄격성(EPS)을 환경규제 변수로 사용해서 우리나라 기업규 모별(중소기업, 중견기업, 대기업) 수출에 미치는 영향을 분석하였다. 분석기간은 기업규모별 수출실적 데이터를 가용할 수 있는 2009년부터 2020년까지이며, 환경정책엄격성(EPS)이 구축된 33개국을 대상으로 실증분석을 진행하였다. 분석 결과 교역상대국의 환경정책엄격성 (EPS)이 높아질수록 우리나라의 대기업, 중소기업 수출은 감소하는 음(-)의 결과를 보였다. 이때 대기업이 중소기업보다 더 크게 수출이 감소하는 것으로 나타나고 있으며 중견기업의 경우에는 통계적으로 유의하지 않게 나타났다. 문헌연구에서 우리나라 기업들은 기후변화 및 탄소중립에 대한 대응방안을 마련하고 있다고 응답하고 있지만 실증분석 결과 환경정책엄격 성(EPS)이 높은 국가들에서는 수출이 감소하는 것으로 나타나 기업들이 보다 적극적인 환경정 책에 대한 대응방안이 필요할 것으로 보인다.
Abstract
Environmental regulations of trading partners will have an important impact on exports to Korea, which is highly dependent on foreign countries. In this study, the impact on exports by Korean company size (small and medium-sized enterprises, medium-sized enterprises, and large enterprises) was analyzed using the OECD's environmental policy stringency (EPS) as an environmental regulation variable. The analysis period is from 2009 to 2020, when export performance data by company size are available, and an empirical analysis was conducted on 33 countries where environmental policy stringency (EPS) was established. As a result of the analysis, as the environmental policy stringency (EPS) of the trading partner increased, exports of large companies and SMEs in Korea decreased. At this time, it was found that exports of large companies decreased more than that of SMEs, and in the case of mid-sized enterprises, it was not statistically significant. In literature studies, Korean companies respond that they are preparing countermeasures against climate change and carbon neutrality, but as a result of the empirical analysis, exports decrease in countries with high environmental policy stringency (EPS), so it seems that companies need more active countermeasures against environmental policies.
