Abstract

With the end of the cold war and recent influence of globalization, northeast Asian countries are active in undergoing cultural exchange and economic cooperation. However, the strong sense of nationalism in these northeast Asian countries tends to make regional cooperation dificult to achieve. Under such circumstance, it has recently been anticipated that through a network of NGOs regional coperation could be atained more effectively. In order to analyze their activities and find more means for further development, this paper focuses on the early stage of the northeast Asian NGO networks and their precedent achievements of regional cooperation using some categories such as information network, social change/advocacy network and service providing network. As a result, this study reveals that the active NGOs of the northeast Asian region are mainly focused on direct handling of conflicts and strengthening cooperation within a limited state. On the other hand, those NGOs are not interested in civil society and NGO network development beyond the northeast Asian boarders. Most plans for northeast Asian NGO network development are either to idealistic or rather vague. Therefore; it is necessary to find a detailed realistic solution for the further development of NGO networks. This paper argues that it is imperative that the northeast Asian NGOs networks go beyond countries and regions for northeast Asian NGO networking by developing: a sense of identity for each NGO affiliates; objective political policies that reach beyond each country; increase suport for smal regional NGOs; a stronger relationship betwen international organizations and municipalities; all the while, increasing the use of technology to improve communication across the boarders.
