본 논문은 일본 민주당이 자민당으로부터 54년만에 정권교체를 이룰 수 있었던 집권의 동인을 밝히는데 그 목적이 있다. 특히 본 논문은 민주당의 담론, 아이디어, 프레이밍 전략에 주목한다. 민주당은 합당을 거듭해 세력을 확장한 정당으로서 두 가지 특징을 가진다. 첫째, 당내에 상시적인 정책대립이 존재한다. 둘째,명확한 사회적 기반이 결여된 자원제약형 정당이다. 이 같은 배경에서 민주당은당내 조정 및 지지기반 확대를 위한 대중소통의 수단으로서 매니페스토를 적극적으로 받아들였고, 정책이 우선시 되는 정치공간을 선점하는데 성공하였다. 민주당의 발신은 언제나 당내 조정기능과 대중소통의 기능을 가지고 있다. 2004년과2005년 매니페스토는 당내 조정 기능은 발휘하였지만, 여당과의 차별성 결여로대중소통형 담론으로 자리 잡는 데에는 실패하였다. 2007년 민주당은 생활중심대중소통형 담론을 창출하였고, 2009년 이를 정권운영 구상과 연결하여 프레이밍함으로써 정권창출에 성공하였다. 1996년 창당부터 2009년 집권까지 민주당의발전과정은 구조적 한계와 힘의 격차가 존재하는 가운데, 상대적으로 불리한 입장의 행위자가 어떻게 아이디어, 담론, 프레이밍을 활용해서 세력을 확장했는가를보여주는 유용한 사례가 된다.
Abstract
This study aims to explore how the Democratic Party of Japan (DPJ)was able to come into power, causing a regime change from the Liberal Democratic Party (LDP) in 54 years. This paper, in particular, focuses on the DPJ’s strategies of discourses, ideas, and framing. The DPJ has extended its power through the integration of another party, and this consists of two characteristics. Firstly, a confrontation of policy exists on a regular basis within the party. Secondly, the DPJ is a resource-constrained party that lacks a clear social footing. With this background, the DPJ actively embraced the Manifesto as a means of communication with the public in order to adjust within the party and expand social support. In addition, the DPJ succeeded in occupying a political space that prioritizes policy. Manifestation by the DPJ holds two functions: 1. Adjustment within the party; and 2. Communication with the public. The Manifestos in 2004 and 2005 exerted the former function of adjustment within the party but failed in settling as a discourse of communication with the public due to the lack of differentiation against the ruling party. Meanwhile, the 2007 Manifesto created a life-centered discourse of communication with the public, and this helped bring forth a successful regime change in 2009 through the framing of the life-centered discourse. Although the development process of the DPJ from 1996 to 2009 shows the existence of structural limitations and power gaps, this is a useful case that depicts how actors with relatively weaker stances make use of ideas,discourses, and framing to extend their power.
