새로운 정치대립축의 형성과 민주당 집권– ‘새로운’ 리버럴 정당의 도전과 한계 –

政治史の流れの中で2009年成立した民主党政権は日本政治史においてどのような意味合いを持っているのか。本研究は、能動的なアクターとして民主党を捉え、民主党執権を再考察した。現代政党研究はクリーヴィジ論では説明できない限界から、イシューと争点を中心とする研究に移りつつあっている。政党を合理的なアクターとして見るこの研究の流れからみると日本の民主党は自ら新しいリベラルを選択し、政権を獲得した政党とも言えるのであろう。 勿論、この‘新しい’リベラルという政治枠は選挙に勝つための手段であり、その内容は貧弱なものであった。しかし、ここ30年あまり自民党の優位を支えてきた新自由主義的な政治枠から民主党が‘新しい’リベラルを積極的に利用し政権獲得の基盤を整えたことには大きな意味がある。
Abstract
According to the rational choice of party behavior, political parties constantly adopt and adjust to political issue in order to attract their constituencies. Despite the central role of party behavior in political science, DPJ has seldom been examined in the literature. This article considers a refinement to understanding of DPJ. This article criticizes past researches which considered DPJ as a welfare ‘imperative’ party. DPJ, however, was more close to Neo-Liberalistic position during 90s and the mid of 2000s. After defeat of the postal- reform election 2005, DPJ abruptly changed its electoral slogan by shifting itself from reformative party to ‘brand-new’ liberal party. Though DPJ faced many obstacles to initiate ‘brand-new’ liberalism when it was in ruling party, I show that DPJ is the first ruling party which adopt a ‘brand-new’ liberal party.
