토마스 험프리 마셜의 시민권 이론의 재검토 - 사회권, 정치, 복지국가의 역동성

A Reexamination of the Citizenship Theory of Thomas Humphrey Marshall: The Dynamics of Social Right, Politics and the Welfare State

초록

이 논문은 마셜의 시민권 이론이 제시한 사회학적 의미를 살펴보면서 이데올로기와 정치적 역동성이 사회권과 복지국가에 미친 역사적 영향을 평가한다. 복지국가의 원칙을 제공한 것으로 평가를 받는 마셜의 이론은 자본주의 경제의 불평등한계급체계 속에서 민주주의의 원리에 따라 평등한 시민권이 보장되어야 한다고 주장했다. 마셜의 견해에 따르면, 사회권과 복지국가는 자본주의와 민주주의의 대립관계를 완화하고 예방하는 기제로 작동할 수 있다. 그러나 이러한 마셜의 낙관적견해는 현대 사회에서 새롭게 구성되는 시민권의 개념과 정치적 역동성을 제대로설명하지 못한다는 비판에 직면할 수 있다. 이 논문은 마셜의 이론을 검토하면서다음과 같은 주장을 제시한다. 첫째, 마셜이 제시한 시민권은 재산 관계에 대한분석과 사회적으로 배제된 다양한 집단을 충분하게 다루지 못하고 있으며 불평등의 문제를 해결하지 못했다. 둘째, 마셜의 이론의 핵심 요소인 자본주의, 민주주의, 복지국가의 세 가지 제도의 지속적 긴장과 갈등에 따라 시민권의 실질적 내용이 바뀔 수 있다. 2차 세계대전 이후 대부분의 국가에서 자본주의와 민주주의의이데올로기의 대립과 다양한 사회세력들 사이의 정치적 역학 관계에 따라 시민권의 영역과 역할이 지속적으로 변화했다. 특히 전후 유럽과 북미에서 사회권이 확대되었다가, 1980년대 이후 위축되는 역동적 과정은 시민권의 개념이 갖고 있는구조적 제약의 결과로 보아야 한다. 셋째, 국민국가 차원의 분석에서 출발한 마셜의 시민권 이론은 지구화되는 세계경제 속에서 새로운 도전에 직면하고 있다. 지금 다시 점차 하나로 통합되는 세계사회에서 초국적 기구와 지구적 시민사회의영향력이 커지면서 세계적, 지구적 시민권의 중요성이 커지고 있다.

Abstract

This article examines the historical process of social right and the welfare state through evaluating the sociological implications of citizenship theory of T. H. Marshall. The citizenship theory of T. H. Marshall suggested that citizenship should guarantee equal status as citizens in the unequal class system of capitalist society. His theory failed to discuss the social citizenship of minority group and socially excluded groups sufficiently and showed a limited impact on the elimination of social inequality. The citizenship theory is restraint by the complex structure of interrelation of capitalism, democracy and the welfare state, and the continual tension and conflict of the three elements. The ideological and political conflict of capitalism and democracy at the global scale produced the dynamic characteristics of citizenship. The scope of citizenship has been expanded during the 1940s and 1950s, but has been eroded because social and political conditions that supported the postwar welfare states have been transformed by economic and technological change. The main ideas of Marshallian citizenship theory has been developed in the context of nation-states system. As the world economy globalized, the notion of national citizenship faced new challenges. The concept of citizenship is driven by global concerns about cosmopolitan citizenship in the globalized world.
