한국의 ‘보수’ - 개념의 궤적과 역사적 특징

한자문화권의 일상어였던 ‘보수’(保守)는 영국의 ‘Conservative Party’가‘보수당’으로 번역된 1880년대부터 개념인 동시에 일상어로 존재해 왔다. 그러나일제강점기를 거쳐 1970년대까지는 ‘보수’의 정치적 대척 이념인 ‘진보’가 강력하지 못했기 때문에 ‘보수’는 주로 일상 담론에서 봉건, 완고, 고루와 같은 퇴영적함의만 축적해 왔다. 1980년대 이후에야 ‘보수’는 정치적 개념으로 변했다. 그리고 한국의 정치적 보수(진보) 개념은 해방 직후 좌우투쟁의 기억을 은닉한 개념으로서 다음과 같은 특징을 띠게 되었다. 첫째, 분단의 유산으로서 국제정치적 맥락이 짙은 개념이다. 둘째, 보편적 함의가 결여된 수사적 개념이다. 셋째, 오랜 정치투쟁의 현장에서 진화한 서구의 보수 개념과 달리 한국의 보수(진보) 개념은‘과거’에 갇혀 있다.
Abstract
Since the ‘Conservative Party’ of the Great Britain was translated into ‘bosu-dang’(保守黨) in the 1880s, ‘bosu’(保守), a word meaning "to keep and protect," began to be used as a concept. Before the 1980s, however, the use of ‘bosu’ in South Korea was confined to daily lives with negative connotations. In the midst of political democratization in the 1980s and with the end of the Cold War in the 1990s, progressive political factions and liberal media turned ‘bosu’into a political concept implying pro-Americanism, Anti-North Korea. This means that the concept of ‘bosu’ after 1980s has been re-coined with the heritage of the ideological war between the Left and the Right in the 1940s. This paper aims to explain how and why the concept of ‘bosu’ 1) has had heavy international implications, 2) has been used rhetorically rather than conceptually,and 3) has been captured in the memory of the past.
