이 글은 1970년대 일본의 전후체제에 등장한 세이란카이(青嵐会)가 정치과정을 통해 어떻게 국가주의 복원의 교량 역할을 해나갔는지를 밝히고, 이를 통해 국가주의가 이후의 일본 정치에 담론과 정책으로 재등장하여 영향을 미치기 시작한점에 대해 고찰한다. 이를 위하여 첫째, 배경적 측면에서 전후 일본의 국가주의와세이란카이의 형성과정을 검토하고, 둘째 세이란카이가 국내외 정치과정에서 국가주의를 어떻게 내세웠는지, 구체적으로 구조적 측면과 제도적 측면에서 분석하였다. 마지막으로 세이란카이 2세로서 불리는 정치가들을 통해 국가주의 복원의 잠재적 연속성을 살펴보았다. 세이란카이가 국가주의로 내세운 원칙은 자주국가의 건설과 자유주의 국가와의연계, 평화주의 이념 구축 등이다. 이것은 구조적, 내용적 측면에서 구체화되어정치과정에서 표면화되었다. 우선, 구조적 측면에서 세이란카이는 자민당 내 파벌횡단식 네트워크를 구축하고 나카가와 이치로, 이시하라 신타로를 중심으로 새로운 유형의 정치결사체로서 활동하였다. 내용적 측면에서는 언설와 상징, 정치활동을 통해 국가주의의 에토스를 표상화하였다. 이들은 전국민대회를 통해 여론을 주도하고자 하였으며 정책면에서 중일항공노선협정 반대, NPT, 쌀품질격차제 등을 추진해 나갔다. 본 논문에서는 세이란카이가 내세운 국가주의의 비전이 비록 당시 정책 차원의가시적 결과를 도출하지는 못했으나 일본의 정치영역 내 국가주의 복원의 변곡점으로서의 의미를 가진다는 점을 밝힌다.
Abstract
The Seirankai(青嵐会) was a newly emerged political group against the mainstream foreign policy with a Pro-Taiwan orientation in the 1970s Japanese Politics. Although the Seirankai existed 1973~1979 and collapsed in 1979, it can be evaluated to a turning point and the symbol of new right. This paper aims to analyze the background and political process of the Seirankai for the restoration of statism and their influence under postwar Japanese political system. From these points of view, this paper examines the structural and institutional factors which brought the Seirankai to be organized and to take an active part in the postwar Japanese politics. This paper focuses on three aspects of influence of the Seirankai. First,the Seirankai’s statism is related to the traditional statism which emerged from 1920s Japanese politics. Based on the statism, the Seirankai was able to insist on self-defense, anti-communism and pacifism. Second, the Seirankai created the cross-faction network and concreted on the concept of statism by rhetoric,symbol, and political action. The Seirankai struggled against the Sino-Japanese Civil Aviation Pact(1974) and NPT(Nuclear Non-Proliferation Treaty), and tried to promote rural economic growth. Although they failed to make these policies being implemented, the Seirankai seems to be sustained to an important political movement which reconstructed the statism as a new idea and enlarged the space of discourse for statism. Third, although most of the members of the Seirankai were not involved in these activities since 1979, their children as the second generation have been actively engaged in the movement of neo-conservatism that has dominated in the Japanese politics since 1990s. This article argues that the Seirankai, in spite of its limitations as an organization, has affected, implicitly but significantly, on politics in general and specific policy sectors. In this sense the Seirankai was not resulted in the failure of policy-making process, but brought in the development of reconstructing actions for statism in the 1970s Japanese politics.
