다문화주의의 역설

초록

‘후기 다문화주의 시대’에 들어선 현 시점에서 다문화주의에 대한 기존 평가를재평가해 보는 것은 의미 있는 작업이다. 이 점에서 논문은 윌 킴리카(Will Kymlicka)의 다문화주의 재평가에 주목한다. 킴리카에 따르면, 다문화주의를 실패로 진단하는 기존 다문화주의 평가는 잘못된 것이며, 대신에 다문화주의의 성공과 실패를 좌우하는 요인은 다문화주의 전제조건(precondition)이라고 지적한다. 논문에서 중점적으로 살펴보는 것은 킴리카가 지적한 다문화주의 전제조건이내포한 다문화주의의 역설과 모순이다. 킴리카의 다문화주의 전제조건은 (1) 이민자 문화와 수용국 문화를 이분법적으로 구별하고, (2) 국가 간 경계구분과 일국의국경 통제력을 강조하며, (3) 이주 수용국 중심으로 이주를 이해한다. 그러나다문화주의가 개방된 전지구적 맥락에서 문화와 인구의 이동과 상호 교류, 국가경계의 무너짐, 국민국가 중심주의를 벗어난 논의에 필연적으로 연계되고 있다는것을 감안한다면, 이러한 전제조건은 그 자체로 다문화사회로의 이행에 역행하는모순을 드러낸다고 논문은 주장한다. 결국 다문화주의의 역설은 다문화주의가다문화주의를 야기하는 원동력과 동학을 간과하고 있다는 점에서 찾을 수 있다.

Abstract

In the current ‘post-multicultural era’ it would be meaningful to re-evaluate the existing evaluations on multiculturalism. This paper is concerned with the re-evaluation of multiculturalism recently posed by Will Kymlicka. According to Kymlicka, the existing evaluations on multiculturalism that diagnose the fall of it are theoretically inaccurate and empirically ungrounded. Instead, he suggests the factors that determine the rise or fall of multiculturalism, which he calls the precondition of multiculturalism. This paper focuses on the paradoxical aspect of multiculturalism rooted in the precondition of multiculturalism. The precondition includes (1) the dichotomous distinction between immigrant culture and majority culture, (2) receiving country's border control power, and (3) the understanding of migration from the perspective of receiving country. Considering, however, that multiculturalism is generated from the global context of the movement of people and culture, the erose of a nation border, and the retreat of a nation-centric discourse, this paper argues that the precondition of multiculturalism is retrogressive to multiculturalism. That is, the paradox of multiculturalism lies in the fact that multiculturalism itself overlooks motives and dynamics of it.
