지난 20여 년간의 자본과 노동의 세계화로 인해 다양한 문화권의 유입과 동질적 국민국가의 분화, 즉 다문화사회가 지구적 현상이 되어가고 있다. 다문화사회의 다양한 구성원들 간의 갈등을 완화하고자 사회통합정책을 전개하는데, 이는 차별적 배제, 상호문화주의, 다문화주의, 동화주의로 유형화될 수 있다. 이 중 다문화주의가 다문화사회의 규범으로 인식되었다. 그러나 다문화주의의 규범성에도 불구하고, 다문화주의는 소수자 집단의 문화권을 결핍으로 전제하고 이들을 관리와 통제의 대상으로 보며 주류 문화권의 지배를 지속시킨다는 점에서 비판을 받고 있다. 필자는 다문화사회의 공존을 위해서 나와 타자화시켜 온 문화권의 사람들이 동등한 구성원이라는 공감과 연대가 절대적으로 필요함을 주장한다. 나아가, 국민국가 체제의 안과 밖 경계에서 자유로워진다면, 다양한 문화권의 공존이 보다 안정적이고 성공적일 수 있다. 이런 맥락에서, 필자는 다문화사회의 규범으로 새로운 민주주의 담론의 하나인 탈경계의 인민, 즉 다중에 대한 논의를 전개한다. 다중은 전 세계적으로 네트워크되어 있으나 단일한 동일성으로 환원될 수 없고 다양성과 개별적 독특성을 갖는 능동적 주체이다. 경계의 인민으로부터 탈중심, 탈경계의 다중으로의 전환은 다문화사회에 대한 문제 인식과 함께 다문화주의 담론의 확장을 위한 기회를 갖기 위함이고, 보다 근본적으로는 근대 국가의 배타적 보편성에 대한 문제제기이다.
Abstract
Due to the globalization of capital and labor over the past 20 years, the influx of various cultures and the differentiation of homogeneous nation-states, that is, multicultural societies, have become a global phenomenon. Social integration policies are implemented to alleviate conflicts in a multicultural society. Multiculturalism has been recognized as a norm of multicultural society. However, despite its normative nature, multiculturalism is criticized for recognizing the cultural rights of minority groups as deficiencies, making them the object of management and control, and continuing the dominance of a mainstream culture. I argue that it is necessary to recognize various cultures as our equal members of a democratic society. Futhermore, as long as it operates within the nation-states framework, the problems of multiculturalism will inevitably persist. In this context, I develop a discussion on the multitude, which is one of the new democratic discourse. The multitude is global members of a global network beyond territorial boundaries. The transition from the bordered-people to the decentralized multitude is to have an opportunity to expand multiculturalism discourses and more fundamentally, to raise the issue of the exclusive universality of modern nation-states.
