전반서화와 중국모델 사이: ‘중국 예외주의’ 담론의 구조와 배경

일반적으로 예외주의 담론은 이론의 보편성에 자국의 특수성을 결합하려는 절충적 성격을 보인다. 따라서 이론적으로 그 반증가능성은 약화되지만 현실적으로는 주체의 다양한 행태를 정당화시킬 수 있는 유용한 정치적 기능을 제공한다. 중국 예외주의 담론 역시 그 전형적 사례이다. 근현대시기 중국의 예외주의 담론은 전반서화론(全盘西化)과 중국모델론을 각각 양극점으로 하는 연속선상 위에서 전개⋅변화되었다. 5.4운동기와 개혁개방 초기 등장한 전반서화 담론이 중국 예외주의를 부정한다면, 서체중용(西体中用)론은 서구의 자본주의 혹은 사회주의 체제에 중국적 특수성을 접목하려는 양태를 보인다. 1990년대 이후 중국경제의 급속한 성장 속에서 등장한 중국모델론은 그 적용 범위를 대외적으로 확산시키려 한다는 측면에서 중국 예외주의를 전 지구적으로 보편화하려는 의지를 드러낸다. 향후 중국 예외주의 담론은 중국이 직면한 대내외적 상황변화 및 이에 대응한 정책변화를 정당화하기 위해 그 이론적 외연을 확대 할 가능성이 크다.
Abstract
Generally, the discourse of exceptionalism is likely to extend its theoretical scope by combining universality and particularity of a state. This is a will to power to comprehend abnormal cases as well as normal one of a theory in exchange for its weakening falsifiability. The discourse of Chinese exceptionalism is a typical example. The discourse of Chinese exceptionalism in modern period locates at some point on a continuous line consisting of the bipolar points: wholesale Westernization and the China model. While the wholesale Westernization, which appeared in the period of May Forth Movement and the early days of open door policy in 1980’s, refuses Chinese exceptionalism, Western essence and Chinese utility emphasizes the particularity of China under universal theories. On the other hand, the China model resulting from the rapid growth of the Chinese economy reveals stronger Chinese exceptionalism in that it extends its theoretical and policy implication to the international level. It is likely that the discourse of Chinese exceptionalism will be continuously adjusted in the future in order to cover external contingencies and policy changes in China.
