Abstract
Although the COVID-19 pandemic brought into question the capacity of states during crisis, few have attempted to conceptualize the relationship between crisis and the state. This article fills this gap by tracing the conceptual origins and discussing various applications of the term “crisis” in politics, I argue that while crisis seems to undermine the legitimacy of the state, it ultimately reinforces the state’s role for the society. To support this argument, I analyze the relationship between crisis and the state through two perspectives – crisis as contradiction and crisis as risk. First, when crisis means contradictions caused by structural conflicts, the extant state system experiences legitimation crisis. However, such a crisis state does not lead to the failure of the state but facilitates demands for a better, newer form of governance. On the other hand, crisis may arise as a form of risks against uncertainties, in which case the state can legitimately and explicitly strengthen its functions as the risk manager. In both cases, crisis and the state are mutually reinforcing and constituitive of each other.
