Abstract
Taking the reactions of local governments in South Korea to the global crisis caused by COVID-19 seriously, this paper aims to practically and normatively envisage the potential of ‘local self-governance’ as a local solution to the globally produced crisis. Can ‘local self-governance’ be a means to provide the public protection for the alienated peoples living in a constant state of crisis since the arrival of the global market? To answer this question, this paper develops a fivefold discussion; first, it critically discusses the dominance of the global market and the individualized society where ‘loneliness’ prevails; second, it examines the problems of the contemporary democracy in conjunction with the concept of ‘post-democracy.’; third, it critically explores the explosion of populist movements all over the world as a pathological reaction of the alienated peoples to the constant state of crisis; fourth, looking into the reactions of the local governments in South Korea to the COVID-19, it suggests that instead of populist movements, ‘local self-government’ can practically and normatively be a better alternative as a local solution to the globally produced crises; finally it urges the necessity of the conceptual transition from ‘local self-government’ to ‘local self-governance’ in order to encourage the cooperation between local governments and their neighborhood.
