한국이 국가 차원에서 위기를 종합적으로 관리하는 체계를 수립한 지 10년이지났다. 그동안 여러 정책 변화 시도가 있었고, 학문분야로서 위기관리의 인지도도 높아졌다. 그러나 국가위기관리체계의 문제를 ‘조직’을 중심으로 논의한다는점은 크게 변하지 않았다. 효과적인 위기관리체제 구축을 위한 주된 논의는 청와대의 위기관리조직을 어떻게 조정해야 하는지에 초점을 두고 있다. 물론 효과적인 위기관리의 핵심 중의 하나가 ‘콘트롤 타워’ 역할을 어떻게 보장하느냐에 있고, 이런 맥락에서 각 부처의 노력을 통합하는 청와대의 역할이 중요하다. 그러나 위기관리에 관한 보다 근본적인 이슈가 많이 있음에도 불구하고 청와대의위기관리체계 정비에 주된 관심이 쏠리는 점에 대해서는 재고할 필요가 있다. 현재 한국의 국가위기관리체계는 개념적으로 전통안보, 재난, 국가핵심기반으로 나누어져 관장된다. 이로 인해 ‘위기’에 관한 보편적인 개념 정립에 혼란이지속되고 있다. 또한 위기관리를 통합적으로 관장할 수 있는 제도적 장치인 법률제정은 여전히 제자리걸음을 하고 있다. 위기관리의 정치화가 진행되고 있는 현대국가의 상황을 충분하게 감안하지 않고 위기관리체제를 논의한다는 점도 문제이다. 정부관료제 틀 안에서 국가위기관리를 모두 감당할 수 없는 상황에서 대부분의 논의가 정부를 중심으로 진행된다는 점에 대한 검토도 필요하다. 더욱이 이러한 문제들이 상존하는 가운데 위기발생 양상이 빠르게 변하고 있다. 본고는 위기발생 양상이 변화하고 있다는 점에 주목하면서 그동안 진행된 한국의 국가위기관리 관련 논의에 더하여 보다 근본적인 이슈를 다루고자 하는의도에서 쓰여졌다. 본고에서는 위기개념을 고찰하고, 위기양상의 변화를 강조하며, 한국의 위기관리에 대한 평가를 바탕으로 향후 대응방향을 제시했다.
Abstract
It has been ten years since the Republic of Korea has established a comprehensivenational crisis management system. There were several attempts on changes in policyand the recognition of crisis management as one of academic fields was improved. However, the fact that we discuss national crisis management system in perspectiveof ‘organization’ remains the same. It is true that one of the most effective way tomanage crisis is how to assure the role of ‘control tower’ and in this context, therole of the Blue House is critical in order to integrate each ministry’s efforts. Yet,there are more issues which require fundamental discussions. Currently, crisis management system in the Republic of Korea is conceptually directedbased on traditional security, disaster, and national critical infrastructure andthis generates ambiguity in forming universally accepted crisis concept. In addition,politicization of crisis management, lack of public discourse on the role of the government, and rapidly changing crisis patterns, all lead to further confusion regardingcrisis management. This paper highlights changes of crisis patterns, assesses the national crisis management system, and suggests future directions on crisis management system.
