Abstract
The increase in malicious civil complaints and the resulting harm to civil servants has become a significant social issue. This study aimed to specifically explore and describe in detail the psychological experience of civil servants during the process of responding to malicious civil complaints. For this purpose, in-depth interviews were conducted with 9 local and central government officials who experienced difficulties in responding to malicious civil complaints. The collected data were analyzed according to Giorgi’s descriptive phenomenological research procedure. As a result, 17 sub-components were derived from 75 meaning units, which were finally categorized into 7 components. The 7 final components were identified as: ‘Responding alone amidst the psychological shock and suffering of malicious civil complaints’, ‘Progressive damage to the inner psychological world under the constraint of obligatory kindness’, ‘Disruption and collapse of the self, personal relationships, and life’, ‘Being trapped in a desolate public service life with no way out’, ‘Engaging in self-care and striving to become resilient in order to survive’, ‘Support systems within the workplace serving as a source of strength’, and ‘Fighting against malicious complaints to protect oneself as a public official’. The essential meaning of the psychological expeirence of civil servants in the process of responding to malicious civil complaints was determinded as: “Protecting oneself as a civil servant in the face of psychological shock and pain that undermine the self, and admist adversities where work and life feel as if they are collapsing”. Finally, the results of the study were discussed, and the significance and limitations of the research were suggested.
