지방정부의 전략적 성과관리체제 구축 사례연구 - Balanced Scorecard의 응용을 중심으로 -

Abstract

In recent years, there has been a great interesting in using performance management for increasing accountability and improving performance. In many governments, however, most of observers are lowering their expectation for it. Increasing number of organizations are building and implementing strategic performance management system with the intention of overcoming this problem. This study explains how the Balanced Scorecard(the hottest performance management tools of the 1990s) has to be an effective innovation tool which integrates previously discrete performance management systems. Particularly, the case study on the city of Charlotte municipal government demonstrates practical guides to build an effective performance management system in South Korean local governments.
