Abstract

Since the local autonomy system was adopted, Korea has maintained a two-tier system and a mayoral-council governmental structure regardless of the types and locations of localities. With this basic organizational contour, not a little changes have occurred in local organizations and we can distinguish significant organizational patterns across successive regimes. In this regard, after dividing the period of regimes (1948-present) into three periods--Period !(The 1-2nd Republics), Period II(The 3-5 Republics), and Period III(After The 6th Republic), this paper overviewed and analyzed major changes in organizational patterns and structures of local governments. In addition, it proposed several alternatives to improve the organizations of local governments in Korea in terms of the basic organizational structure, tier system, council development, the recruitment of local officials and so on.
