Abstract
This study is on the retrospects of the achievements and conflict problems and of the participators' behaviors in operational processes of Korean local government system last 20 years. Also, this study is on the prospects of vision, goal, and desirable direction to attain the more advanced local government system in Korea. The purpose of this study is to examine overall realities on Korean local government system on the occasion of the 20th anniversary unlike lots of other studies which have been researched in this field. To perform the purpose of this study, I researched on 4 points of view as follows. First, I examined the achievements, trial and errors and problems which had appeared in the process of interaction between central and local government, especially on the local self government system. Second, I examined the participators' behaviors which appeared in the functional processes, such as officials of central government, members of the national assembly, head of local government, councilors, mass media, NGO, NPO and citizens. Third, the vision, goal and prospect for advanced local government system of Korea on 21 century were examined. Fourth, desirable directions, and some tasks and problems which should change or improve were also researched.
