Abstract
This study aims at providing implications for rearranging community welfare council in ways that reflect demands of local residents and link public resources to private resources. Assuming counciling-focused governance, this study conducted factor analysis and path analysis classifying 232 local governments into three types. The results show that in metropolitan region, a full-time private coordinator should be in a representative council for its activation and the range of utilization of private resources should be extended to service resources including human and financial resources for the activation of practical council. In small cities, practical council has to be linked to practical subdivision to provide available resources and develop potential resources. In rural region, private participants should develop their expertise to build a network among local service providers and functional organizations and local residential groups have to be able to participate in the council due to the resource scarcity in the region. In all regions, the role of a full-time private coordinator is greatly important as a mid-level leadership that coordinates diverse fields and interests.
