Abstract

Recent years have observed the concept of "governance" increasingly popular in the field of political science and public administration, as the concept helps us understand more comprehensively the new or emerging roles of the Local Autonomy Authority in a rapidly changing environments. It is an efficiency of governing for the radical changes in local autonomous environment around the Local Autonomy Authority. These context, this study goes over the concept theoretically in a holistic perspective in order to explore its affective factors. Paying due regard to various conceptual approach of governance, this study examined some indexes of governance - actors, participatory network and trust. The results of analysis can be summarized as follows. Firstly, the ideal type of local governance model is closely related to the conditions and changes of its society. Secondly, the best options in solving community problems are not acting separately but cooperatively as a network among actors. Finally, if there are not permanent and definite efforts for forming the local governance, the realization of local governance will not be easy.
