지방정부의 혁신역량과 성과관리에 관한 연구-고용지원서비스를 중심으로-

초록

본 연구는 지방정부의 혁신역량이 서비스의 성과에 어떠한 영향을 미치고 있는지를 분석한 것이다. 혁신역량의 내용은 지방정부에 대한 사회적 신뢰도, 서비스 공급을 위한 거버넌스의 구축 여부, 그리고 행정의 혁신 정도를 통하여 살펴보았다. 이러한 분석을 위해서 지방정부와 고용지원센타에서 제공하고 있는 고용지원서비스의 내용을 중심으로 분석하였다. 고용지원서비스의 성과만족도를 제고하기 위하여 다양한 요소들이 있는데 그 중에서 지방정부의 혁신역량이라는 내용을 통하여 살펴본 것이다. 본 연구는 상관관계 분석과 경로분석(path analysis)을 통하여 이루어졌다. 분석의 결과는 지방정부에 대한 사회적 자본 중의 하나라고 볼 수 있는 사회적 신뢰가 높고, 거버넌스가 구축되어 있으며, 그리고 혁신적인 행정을 펼치면 지방정부의 서비스 성과는 높아지는 것으로 나타났다. 결과적으로 지방정부의 혁신역량-사회적 신뢰도, 거버넌스의 구축, 혁신행정-은 지방정부의 서비스를 제고하는데 의미가 있으며 그 중에서도 지방정부의 신뢰도와 고객지향적인 거버넌스 구축, 혁신적인 관리행정이 서비스의 성과를 제고하는데 의미있는 요소로 분석되었다. 따라서 지방정부가 이러한 성과제고의 요소들을 어떻게 향상시키고 구축할 것인가가 중요한 과제로 남게 된다. 거버넌스의 구축을 통하여 민관이 협력하여 서비스를 제공하는 시대적 환경 속에서 통계적으로 유의한 수준은 아니지만 고객 거버넌스가 서비스의 성과만족에 영향을 미치고 있다는 것을 알 수 있다. 그래서 신뢰→거버넌스→성과 만족도로의 인과관계가 의미 있도록 행정관리가 필요하다는 점이 제기되고 있다. 그러나 이러한 연구결과가 설문조사에 기초한 것이고, 고용지원서비스에 한정된 연구이기에 연구결과의 일반화 제고를 위해서는 좀 더 다양한 행정서비스 사례에 대한 연구도 이루어져야 할 것으로 본다.

Abstract

This paper reports the impact of the innovative capacity of local governments on the performance of governmental services. The factors which frame the concept of innovative capacity are social capital, governance, and the innovation level in local governments. The study mainly analyzes the employment services of local governments and the employment supporting system in Korea. While there are numerous factors which can increase performance satisfaction in employment services, this paper focuses mainly on the innovative capacity of local governments. The data is analyzed in two ways: correlation analysis and path-analysis. Results of the study demonstrate that high levels of social capital (social trust) lead to high levels of performance satisfaction in employment services. In other words, maintaining proper levels of governance satisfaction and innovative administration will increase the level of performance satisfaction of employment services. Consequently, the innovative capacities - social capital, governance, and innovative level of local governments - increase the performance level of governmental services. The data suggests that social trust, client-oriented governance and innovative management have a stronger impact on the performance of government services than other factors. The causal relationship among social trust, governance and performance satisfaction is one of the key findings of this study. The findings suggest that enabling civil servants to develop an awareness of the causality among the factors of innovative capacity is important in increasing the performance satisfaction in local governments.
